ORDINANCE AUTHORIZING THE CITY COUNCIL TO DIRECT LEGISLATIVE
SUBPOENAS TO CONDUCT INVESTIGATION OF CITY ACTIVITIES AND
PROCESSES CONCERNING THE FOLLOWING; DEMOLITION IN AND AROUND
THE KING FUELS SITE, DEMOLITION, IN AND AROUND THE KING STREET
SITE, OVERSIGHT AND DIRECTION OF THE CODE DEPARTMENT

The City of Troy, in City Council, convened, ordains as follows:

Section 1. Pursuant to 40 of the General Cities Law, 10 through 20 of the Municipal
Home Rule Law, and 23 of the Troy City Charter, Investigative Powers, all
with respect to the recent public hearings surrounding certain public safety,
planning, engineering, and code concerns the Troy City Council seeks to
investigate further into the actions of the city departments involved in these
activities.

Section 2. The Troy City Council authorizes legislative subpoenas to be issued to officers
and employees of the City of Troy, and members of the public, through the Troy
City Marshall and Legislative Counsel, upon authorization by the Council,
pursuant to a subsequent ordinance, specifically identifying and approving the
individual or entity to be subpoenaed and directing the appearance at subsequent
public hearings to provide testimony and documents related to the questions and
activities referenced in this Ordinance.

Section 3. The Troy City Council authorizes the continuation of public hearings to
investigate the activities and processes of the referenced activities and
departments through August 6, 2014 at which time the Council may consider an
extension of the investigation and hearings.

Section 4. At the end of these hearings or any extension thereof, the City Council may issue
resolutions, or ordinances, based on the opinions or findings that it concludes.

Section 5. This Ordinance shall take effect immediately.
