FOREIGN AID POLICY OF PAKISTAN

INTRODUCTION
For 60 years, U.S. foreign aid has been judged by its intentions, not its results. Foreign aid
programs have been perpetuated and expanded not because they have succeeded, but because
giving foreign aid still seems like a good idea. But foreign aid has rarely done anything that
countries could not have done for themselves. And it has often encouraged the recipient
governments' worst tendencies--helping to underwrite programs and policies that have starved
thousands of people and derailed struggling economies. Despite receiving large quantities of
foreign aid, Pakistan, like many other developing countries, has remained stagnant and become
more aid dependent. One reason of this impairment is that donor agency or country aims to
implement of propagate its own self interested agenda or policy into our system or country.
Objective of the study
This study will evaluate the foreign aid policy of Pakistan in terms of public administration issue
rather than an economic issue. This study intends to unfold the reality of foreign aid and the deep
and harsh consequences of foreign agenda and policies on our system and public administration.
Significance of the study
Over the past half century, the U.S assistance to Pakistan has been transactional and intermittent.
Not surprisingly, this on-again, off-again history of U.S. assistance has left the Pakistani people
and their leaders with serious concerns about the depth and reliability of the U.S. commitment to
their wellbeing. This study will unveil the intention of donors of foreign aid and will also
identify the flaws in the forced policies and agendas attached with the foreign aid which will lead
us to understand the reality of foreign aid and policy of Pakistan regarding aid.
Research Questions
How important is foreign aid in fostering economic growth in Pakistan?
Does it help recipient country or hurt her and in either way what is the impact?
Does the foreign aid have any impact on the policies implemented in Pakistan?
Research approach
For the study a mixed research approach will be used to cater both qualitative and quantitative
data.
