Dr. Subhash C. Kashyap began his career at Allahabad as a journalist, advocate and
University lecturer. He joined the Parliament Secretariat in 1953 and was associated with
the Parliament of India for over 37 years, right from the very first Lok Sabha when
Jawaharlal Nehru became the first prime minister and G.V. Mavalankar the first speaker.
He became Secretary-General of the Lok Sabha on 31 Dec 1983, a post he held until his
retirement in 1990.
In addition to being the foremost authority on the Indian Constitution, Dr. Kashyap has
had an outstanding academic career, authoring several books, including Our Parliament
which has been translated into several Indian languages. He was the 'Project in-charge' and
main architect of the historic 5 volume set "The Framing of India's Constitution: A Study",
which tells the fascinating story of how India's Constitution was painstakingly crafted. In
2000, he was handpicked to be the Chairman of the Drafting and Editorial Committee of
the National Commission to Review the Working of the Constitution.
Recipient of many distinctions and awards within and outside India, he was also the United
States Congressional Fellow of APSA, Jawaharlal Nehru Fellow, UNDP Fellow, and Fellow
of the Academy of American and International Law. Dr. Kashyap is currently an Honorary
Research Professor at the Centre for Policy Research and Honorary Editor of the magazine
South Asia Politics.
