SUBJECT: Operation Community Shield

Guidance on July 2005 Enforcement Actions

On February 23, 2005, I provided you "ith initial guidance and repOlting requirements
regarding Operation Community Shield, an ICE led eHolt developed to target Mara
Salvatrucha (MS- 13) street gangs. In May 2005. Gperation Community Shield was expanded
to include the targeting of all criminal street gangs subject to ICE inves~~~('k_)riSdicti()n,

Based upon threat assessments preViously conducted~ACs, the Hew:!quaIters

HRVPSU worked with the SAC offices to develop ~o be applied in the '
implementation of Operation Community Shield, The applicati011 of this process insured
uniformity aIld consistency in identifying and prioritizing targets and ensured coordination
between ICE and our parmer law enforcement ageneies. SACs will continue to utilize thi•
• proeess to gather intelligence, develop sources of infonnation, and to ultimately disrupt,
