The president of German Espiritu Liner, Inc. wrote a letter to the Secretary of the Department of Transportation and Communications to request approval for an additional 15 public utility buses (PUB) to operate on the Bulacan-Cubao route. Currently, the company operates 16 buses on the route, which is insufficient for passenger volume especially during holidays. With fewer buses due to the number coding scheme, commuters face inconvenience and safety issues. After waiting over a year for a response, the president appeals to reconsider the application to address complaints and resolve issues for commuters.

HON. EMILIO AGUINALDO ABAYA Secretary Department of Transportation and Communications The Columbia Tower Ortigas Avenue, Barangay Wack-wack Mandaluyong City 1555
Through: MS. FLORENCIA A. CREUS DIRECTOR, PLANNING SERVICE
Dear Secretary Abaya:
I am writing in relation to our letter sent to your office on July 10, 2012 regarding my request for the issuance of CPC to operate an additional fifteen (15) units PUB en route Bulacan-Cubao.
To recap, the company is presently operating sixteen (16) buses on the said route. This number still cannot compensate the volume of commuters especially during the holiday season. What with the implementation of MMDAs number coding scheme, there is a significant decrease of buses traversing the said route. This produces undue inconvenience to the people, who are constrained to bargain their safety in order to reach their respective destination.
In anticipation of your approval for more than a year today, I appeal to your good office to once again reconsider my request for the application of additional buses. I believe that this will resolve the issue and address the complaints of our valued commuters.
I look forward to and hope for your positive response concerning this matter.
