Add carriers in 1xEV-DO.3.

Network loading in 1xEV-Do 3.0
> Reverse link Noise Rise gives good indication of
reverse link loading
> Detecting forward link overload is more challenging.
> Average user throughput is a good measure of
loading.
> The user throughput among other factors depends
on sector throughput and time slot utilization

Network loading in 1xEV-Do 3.0
The effective Avg. per-user throughput is the
throughput a typical AT is going to get on the
average, when this AT is located in the middle
of a cell (not on the center, not on the edge),
and when it actually has data to receive (not
idle)
Avg_User_Tput= Tput (sector)*F(DRC)/(N*TSL_UT*DAF)

> FWd Tput (sector) OM in 1xEV-DO 3.0 provides a
distribution of throughput within a defined period.
So it is a fairly accurate representation of sector
throughput
Dividing by the total number of active users (N)
will avoid one single users location from
significantly changing the overall Tput result.

Network loading in 1xEV-Do 3.0
The effect of idle slots for non-full-queue model
would be accounted for by dividing the Tput by
% of slot utilization (TSL_UT). There are also
OMs for time slot utilization
F(DRC) Correction Factor is to account for the
user distribution. This is more of an empirical
factor.
Data Activity Factor (DAF) accounts for different
traffic models= 1 for Full Queue, and <1 for non
queue. We have no OMs for this. It requires
further work.
