2011, the CCG paid 85.097 pounds to PMS for acupuncture. In the fiscal year 2011-2012, the
CCG paid 58.923 pounds to PMS and 141.800 to DBHFT. In the fiscal year 2012-2013, the CCG
paid 33.614 pounds to PMS and 138.600 to DBHFT. In the fiscal year 2013-2014, the CCG paid
39.931,73 pounds to PMS and 145.050 pounds to DBHFT.

Complementary and Alternative Medicine (CAM) is not normally commissioned, although there
are some circumstances in which certain forms of CAM, including acupuncture, would be

medicina, such as in physiotherapy sessions. Thus it is delivered via the much wider contracts
the CCG holds with its healthcare providers and the CCG does not therefore hold the detailed
information on costs. Bedfordshire CCG received two requests for acupuncture in the form of
Individual Funding Requests (IFR) during 2013/14: however, rather than these being processed

commissioned back pain service as part of the a pain package of care. Brighton and Hove CCG
commissions a manual therapies service from Brighton and Sussex University Hospitals NHS
Trust. Some of the clinicians within the service are competent to perform acupuncture. The
service is funded by a block payment and the CCG cannot identify the spend on specifically The CCG do not prescribe acupuncture, a patient is referred to a trust for pain management and
then acupuncture may be one of the procedures they receive. Whilst Bristol CCG does not
specifically buy acupuncture treatments, North Bristol NHS Trust (NBT) do offer this as part of
the pain management specialty. The expenditure disclosed (130,000) covers from 1 April 2013
to February 2014. The reduction in spend in the last year is because the national tariff for that
area has reduced from 225 to 102.
Acupuncture treatment is included within the South East London Treatment Access Policy (TAP)
2013/2014. Funding for cases of dental pain, nausea and vomiting and back pain shall be
considered by the local Individual Funding Request (IFR) Panels. There was not any IFR on
acupuncture accepted during the last financial year, so there were not any service providers
neither. Acupuncture is not commissioned, but it is included as part of the back pain pathway in the NE
Sector Policy for Bury, Oldham and Heywood, Middleton and Rochdale CCGs. Bury had one
independent funding request, which was declined, so there was no service provider during the
financial year 2013-2014. Acupuncture is part of a pain pathway where the provider may decide that this is appropriate, the
CCG does not hold any information relating to patient conditions. Calderdale CCG cannot extract
any data that separates acupuncture from the rest of pain management interventions so the
CCG says it is unable to specify any costs in acupuncture. Acupuncture is commissioned within our Pain Management and Musculoskeletal Services
acupuncture can be used as part of the overall treatment practice. The use of acupuncture as a
sole treatment therapy is not commissioned. As this is part of a commissioned package it is not

Patients have received acupuncture at Epsom and St. Helier hospital. The expenditure for the

(IFRs) at Croydon CCG for acupuncture in the fiscal year 1 April 2013 to 31 March 2014.
Acupuncture is only provided as part of an agreed NHS provided pain management pathway so
the CCG says they would not be able to isolate the spend. No Individual Funding Requests were
made during the financial year 2013-2014, and no service provider was necessary.
Complementary and Alternative Therapies are not routinely funded. These include: Acupuncture,
Aromatherapy, Chinese Medicines, Chiropractic Therapy, Clinical Ecology, Herbal Remedies,
Homeopathy, Hypnotherapy, Massage, Osteopathy and Reflexology. This list is not exhaustive
and other procedures not listed here but that are considered alternative therapies will be
considered in the same way.
Some procedures may be available through services in hospices and hospitals as part of a
palliative care package; these are through charitable services and not commissioned services.

CCG but are included in the Acute Contract with the local provider. The CCG cannot disclosure
the expenditure because it is included in the Acute Contract and not a cost per case.
Acupuncture is provided in a small number of commissioned services as part of a range of
treatment options available. This would mainly be commissioned as part of our pain
management services or services which manage pain as a routine part of the service. The CCG
does not hold any activity data for acupuncture nor are we able to identify any financial impact
directly relating to it.
Acupuncture is a treatment that is not routinely funded at NHS East Surrey CCG. Therefore any
clinician wishing to refer a patient for acupuncture treatment would have to submit an Individual
Funding Request. NHS Eastbourne, Hailsham and Seaford CCGs policy is to not normally fund complementary or
alternative medicine. Predominantly this is because of the lack of robust evidence that confirms
that such treatments are either better than or equivalent to allopathic regimes. Furthermore,
there are no plans for the CCG to commissioned complementary or alternative medicine in
2013/14 and are not planning to in 2014/15. NHS Eastern Cheshire CCG does not currently commission acupuncture for any conditions.
Prior to 31 March 2013 the predecessor organisation was Central and Eastern Cheshire Primary
Care Trust and it did not commission acupuncture.

commissioning policy, which says Acupuncture and osteopathic and chiropractic techniques are
used by mainstream NHS health care providers for the early management of non-specific low
back pain as per NICE Clinical Guideline 88 (2009). However, the CCG will not normally
commission these services additionally. Patients who are not eligible for treatment under this
policy can be considered on an individual basis where GP or clinician believes there are Some providers may provide complementary approaches as part of their holistic care for people
with life limiting conditions or certain conditions for example back pain. The therapies are funded
by the provider or via charitable donations. The CCG does not specifically commission for the
provision of these therapies directly. Information on these services would be available direct from
the providers.
Greater Huddersfield CCG commissions acupuncture as part of its Pain Management Patway,
but the expenditure on acupuncture cannot be disclosed individually.
NHS Greater Preston CCG does not commission acupuncture directly. The exception might be
an Individual Funding Request if it was part of a package of care. There were not Individual
Funding Requests regarding acupuncture during the financial year 2013-14.

undertaken at Epsom and St Hellier hospital on behalf of Kingston CCG for the first six months of
that fiscal year was costed at 1.824 pounds. Kingston CCG works to SWL Effective
Commissioning Policy Guidelines that contains a policy which covers acupuncture for non-
specific low back pain and other alternative, homeopathic and complementary therapies. Acupuncture for the treatment of low back pain can be provided as a treatment option by the
CCGs commissioned Musculoskeletal Clinical Assessment Service in line with NICE guidelines
issued in 2009. It is currently commissioned from five boroughs partnership NHS Foundation
Trust. Acupuncture for the treatment of conditions other than low back pain is not routinely
commissioned by the CCG, but individual funding requests are considered using the policies
referred to above.
The CCGs commissioned Musculoskeletal Clinical Assessment Service is funded as part of an
overall block contract with the provider so the CCG is unable to provide specific information
relating to expenditure on acupuncture within this contract. Individual funding for acupuncture
treatment outside of that commissioned for low back pain was approved by the CCG in respect Acupuncture treatment is included within the South East London Treatment Access Policy (TAP)

formally. Acupuncture for headaches is provided by Medway Community Healthcare (MCH)
under the Musculoskeletal (MSK) physiotherapy service, but there is no direct route into
acupuncture. Instead patients are referred into the Clinical Assessment Service (CAS) where
they triage the patient. The patients are then referred to the physiotherapy service for treatment,
where acupuncture is one of the treatment options for headaches. The CCG is therefore unable
to identify the numbers of patients who have had the treatment, and the subsequent expenditure,
as it is not separately recorded. There were not Individual Funding Requests on acupuncture There have been no Individual Funding Requests (IFRs) at Merton CCG for acupuncture in the
year 01 April 2013 to 31 March 2014. The expenditure for the first six months of 2013/14 was
5,229. The final figures for the year ended 2013/14 will not be available until July although it is
expected that this figure will be in the region of 10,458. Mid Essex CCG commissioned acupuncture until September 2013, when it was
decommissioned.

pain management services. There was no pain management AQP service prior to 2013, however
some services were commissioned in primary care and the annual values were fixed at 23.821 in Acupuncture is not routinely commissioned, however it is sometimes available in the context of
an overall service particularly in community physiotherapy, for instance. NHS North Hampshire
CCG is unable to identify the cost of this treatment as it would be an element of a community
care package, and therefore, unfortunately, not information held by the CCG. No IFR requests
were received by North Hampshire CGG from 1 April 3013 to 31 March 2014.
There were no IFRs on acupuncture during the financial year 2013-2014.
The CCG does not hold the information on expenditure.The commissions this service as part of
a larger block contract of pain management services, and it is not possible to extract CCG
expenditure specific to acupuncture. North Somerset CCG does not commission a standalone acupuncture service. Acupuncture may
be available through other commissioned services, for instance, pain management and
physiotherapy, but the CCG cannot split the expenditure of the acupuncture alone from these
services budgets. North Staffordshire CCG only commission acupuncture as part of the Chronic Pain Management
service which is funded via a block contract. The provider of the Chronic Pain Management
Service is Staffordshire and Stoke on Trent Partnership Trust. The service is part of the block
contract therefore they are unable to provide the breakdown of costs. Acupuncture in any other
service would need to be applied for via the Individual Funding Request process. Acupuncture is not commissioned but can be offered through the IFR process. North Tyneside
CCG received one referral through this process during the financial year 2013-2014, but it was
declined.
Acupuncture is included in their Treatments Not Routinely Funded policy, so it is not a treatment
that is routinely prescribed. NHS North West Surrey CCG has not received any Individual
Funding Requests (IFR) for acupuncture in 2013/14.
Acupuncture is part of the pain management service provided by a local acute trust. The CCG do
not hold expenditure for acupuncture, since it is part of the pain management service contract.
The CCG do not hold a list of conditions, a patient will be assessed by a clinician to determine if
acupuncture is an appropriate treatment. Acupuncture is not commissioned but can be offered through the IFR process. Northumberland
CCG received one referral through this process during the financial year 2013-2014, but it was
declined. The CCG do no hold the data on expenditure since acupuncture is included within the total pain
management costing element in the CCGs activity monitoring data and it is not split down to

Acupuncture is available to Nottingham City CCG patients. It is commissioned as a community
service.

NE Sector Policy for Bury, Oldham and Heywood, Middleton and Rochdale CCGs.

All the annual data include all acupuncture provided by their secondary care providers and their

Musculoskeletal Services but this activity is provided as part of a package of care and contained
within a much larger block contract and so the CGG says they do not hold the data. NHS Shropshire CCG do not offer direct access to acupuncture, it is not a stand-alone service.
Acupuncture is offered to patients by physiotherapists and pain management clinicians as a tool

In 2013/14 Solihull CCG has offered a "limited acupuncture service" commissioned from
Coventry Road practice, in which they have spent 21.000 pounds. There would also be an
element of acupuncture activity within Heart of England NHS Foundation Trust acute contract,
but this is not separately identifiable. A previous FOI request sent in December 2013 yielded the
expenditure of the financial years 2011-2012 and 2012-2013, which the CCG says not to hold in
their response to my second FOI request, sent in April 2014. In their response to my first FOI
request they also said they do not hold numbers before 2011-2012 as the systems have
changed twice since then. All the data from both requests have been added to this row. The Somerset CCG does commission acupuncture within the Somerset Partnership NHS

automatically as a treatment option to all musculoskeletal patients. The CCG cannot disclose the
total expenditure since this treatment is part of a service that sits within a block contract

Physiotherpay. As acupuncture is not commissioned directly by NHS Wakefield CCG, the CCG
cannot identify total expenditure for this treatment. Walsall CCG does not commission acupuncture as it falls within their Procedures of Limited
Clinical Value policy. There were not Individual Funding Requests (IFR) on acupuncture during

While some complementary treatments may give health benefits, these have proved difficult to
quantify. A placebo effect can lead people (both patients and therapists) to conclude that a
treatment is effective when it is not. There is little good quality evidence comparing alternative
therapies with other treatments, and this makes it particularly difficult to judge the health benefit
of the therapy. Regarding the risks, infections linked to acupuncture and the improper handling of
needles or their reuse, without sterilisation, have included Hepatitis B and C, HIV, bacterial
endocarditits and staphylococcal septicaemia. It is accepted that these are rare events, but they
highlight the need for therapies to be used by properly trained and accredited professionals in a
controlled environment. Due to low evidence of effectiveness, complimentary therapies will only
be funded in exceptional circumstances and where they are incorporated into mainstream NHS NHS West Hampshire CCG does not formally commission or prescribe acupuncture treatments.

West London Commissioning Support Unit administers the process on their behalf. The total
expenditure across NWL CCGs for 2013/2014 was 80,189.
Currently NHS West Norfolk CCG includes the provision of Chiropractor, and Osteopaths
through a local low back pain pathway, which is dependent on patient choice of care and paid on
a cost per case basis. West Norfolk CCG cannot disclose the expenditure on acupuncture
because it is part of a larger block contract of pain management services. From April to
December 2013, West Norfolk CCG Chiropractic and Osteopathic costs equalled 76,665. This
currently equates to 0.46 per West Norfolks un-weighted patient population.
Acupuncture is offered as part of mulsculoskeletal physiotherapy services, not as a separate
entity. It is not possible for the CCG to extract the total expenditure from overall contract value.
Acupuncture is commissioned to be used in line with the NICE guidelines only.
The CCG position is acupuncture may be offered as part of a pathway, for instance, pain
management or MSK CATS, but they do not prescribe a dedicated acupuncture service. There
were no IFRs on acupuncture during the financial year 2013-2014.
