OperatorControlledPLMNList.TheMSmayalsoindicatethatthePLMNis
notpresentonanyoftheselists.
TheusermayselecthisdesiredPLMNandtheMStheninitiatesregistration
onthisPLMNusingtheaccesstechnologychosenbytheuserforthatPLMN
orusingthehighestpriorityavailableaccesstechnologyforthatPLMN,ifthe
associatedaccesstechnologieshaveapriorityorder.(Thismaytakeplaceat
anytimeduringthepresentationofPLMNs).Forsucharegistration,theMS
ignoresthecontentsoftheforbiddenLAsforroaming,forbiddenLAsfor

ItisanMSimplementationoptionwhethertoindicateaccesstechnologiesto
theuser.IftheMSdoesdisplayaccesstechnologies,thentheaccess
technologyusedshouldbetheaccesstechnologychosenbytheuserforthat
PLMN.IftheMSdoesnotdisplayaccesstechnologies,thentheaccess
technologychosenforaparticularPLMNshouldbethehighestpriority
availableaccesstechnologyforthatPLMN,iftheassociatedaccess
technologieshaveapriorityorder.
OncetheUEhasregisteredonaPLMNselectedbytheuser,theUEshall
notautomaticallyregisteronadifferentPLMNunless:
thenewPLMNisdeclaredasanequivalentPLMNbytheregistered
PLMN;or
theuserselectsautomaticmode.
IftheuserdoesnotselectaPLMN,theselectedPLMNistheonethatwas
selectedbeforethePLMNselectionprocedurestarted.IfnosuchPLMNwas
selectedorthatPLMNisnolongeravailable,thentheMSattemptstocamp

Forthispurpose,avalueTminutesmaybestoredintheSIM(HigherPriority

valueisstoredintheSIM,adefaultvalueof60minutesisused.

WheninAutomaticNetworkSelectionmodeandtheMSisinthenot
updatedstatewithoneormoresuitablecellstocampon;thenafterthe
maximumallowedunsuccessfulLRrequeststheMSmaycontinue(orstartif
