User Policy for Sacramento City College LRC



The Sacramento City College Learning Resource Center (LRC) exists to support the academic
goals, cultural pursuits and personal development of students, faculty and staff. Additionally, in
keeping with the community college philosophy, the LRC is committed to serving, as much as
possible within the constraints of its primary mission, the neighboring community.

The LRC consists of several departments, including Instructional Media/Academic Computing
located on the first floor of the LRC building and in Business Building, room B 152 (available
solely to Los Rios students); Distance Education, Instructional Development, Learning Skills &
Tutoring Center and the Writing Center also located on the first floor; and the Library, which is
located on the second and third floors of the LRC building.

This user policy has been created to further the mission of the LRC and ensure that the resources
of the LRC are accessible to all of our patrons.

I. Computer Use Policy:

The primary reason for Internet access in the Learning Resource Center is to provide information
resources to support and enhance student academic success. Use of the computers in the LRC is a
privilege, not a right. The mission of the LRC is to provide an atmosphere conducive to
constructive learning, academic freedom and proper asset management. In order to meet this
objective, each user is responsible for use of the electronic resources in an effective, efficient,
ethical and lawful manner.

I.1 Who May Use?

I.1.a Academic Computing Labs:

The Academic Computing Labs on the first floor of the LRC (LR 144) and in the Business
Building (B 152) are available to SCC and other Los Rios students for academic purposes only.
Students are required to meet current enrollment criteria to use these labs.

By using the computer labs in LR 144 and B 152, users are acknowledging and agreeing to video,
audio and other electronic monitoring and recording of their activities in the lab and on the
computer. They are also acknowledging that all computers in these labs may be managed by
remote control.

Although there is no time limit on how long users may stay at a computer station, users should not
leave their stations unattended for more than 10 minutes. If a user leaves a station unattended for
more than 10 minutes, the on-duty lab personnel have the right to log out their station and make it
available for the next user waiting in line. Any unattended belongings will be treated as lost and
found items.

Users are also required to obey all posted Sacramento City College Lab signs.

I.1.b Library Computers

The computers on the second floor are available on a first-come, first-serve basis to SCC students,
faculty, and staff. Priority will be given to SCC students, faculty and staff engaged in
research or academic activities. In times of low use, community users may request a guest pass
on the second floor of the LRC.

The four computers on the third floor are provided for students to access the library catalog
(LOIS) only. There is no Internet access on these computers.

I.1.c. Computers For Persons With Disabilities

Dedicated computer stations for the exclusive use of people with disabilities are provided in LR
144, B 152, and on the second floor of the library. The stations in LR144 and B152 are
available to currently enrolled SCC students for academic purposes only, and the stations on
the second floor of the library are available to SCC students, staff, and community users.
Priority at these stations is given to users with disabilities in this order of priority:
1. Those that require the specialized software or hardware for academic purposes;
2. Those that require the specialized software or hardware for nonacademic activities;
3. Those that do not require the specialized software or hardware.

I.2 Internet and its Contents

As a worldwide network of computer networks, the Internet is a vast, diverse global information
reservoir with millions of interconnected computers and tens of millions of participants. There is
no central control over Internet content; anyone can say or post anything. Users are responsible
for verifying the accuracy, currency, reliability and validity of information found on the Internet.

NOTE: The LRC supports academic freedom and does not censor access to materials nor protect
patrons from information they may find offensive or inaccurate.

I.2.1 Acceptable and Ethical Use

Academic research using electronic databases provided by the library or Internet resources.
Course-related e-mail.
Use of web-based course materials such as Desire to Learn (D2L) or other educational
software.
Use of specialized software applications loaded by SCC staff.

1.2.2 Unethical and Inappropriate Use

o Sharing user accounts, whether by using someone elses account or allowing others to
use yours (Sec. 1.2);

o Transmitting unsolicited information which contains obscene, indecent, lewd or lascivious
material or other material which explicitly or implicitly refers to sexual conduct (Sec.
1.8.1);
o Transmitting unsolicited information which contains profane language or panders to
bigotry, sexism, or other forms of discrimination (Sec. 1.8.2);
o Violating any laws or participating in the commission or furtherance of any crime or other
unlawful or improper purpose (Sec. 1.8.9);
o Using computer facilities for work done on behalf of a commercial firm (Sec. 1.8.12);
o Unplugging or reconfiguring computer equipment to make it unusable or difficult to use
(Sec. 1.8.15);
o Displaying sexually explicit or sexually harassing images or text in a public computer
facility or location that can potentially be in view of other individuals (Sec. 1.8.18).

o Obstruction or disruption of the learning process of the college, including teaching,
administration, and college activities;
o Physical or threatening abuse of any person on college-owned or controlled property, or at
any college-sponsored or supervised activity;
o Disorderly, lewd, obscene, or indecent conduct or expression on college-owned or
controlled property or at college sponsored or supervised activities;
o Willful disturbance at any college meeting;
o Gambling is prohibited on campus;
o All library property and material must be checked out before being taken from the
Library. Library fines must be paid in full before grades or transcripts are released. A
hold will be placed on your record until all library obligations are addressed;
o Any person on college-owned property or at college-sponsored or supervised activities
who engages in disruptive behavior is subject to disciplinary and legal actions by the
President of the college or his or her designee(s).

I.3 Enforcement

Unacceptable/Unethical use of the computers will be met with a warning and reminder of the
acceptable policy. If the unacceptable use continues, then the user will lose computer privileges
for the remainder of the day and their name may be forwarded to the Student Disciplinary Office.
The staff reserves the right to remove the student from the lab and summon Campus Police if the
patron(s) exhibit disruptive behavior as outlined in this policy, the Student Standard of Conduct,
or the Los Rios District policies and regulations.

Note: The LRC staff reserves the right to terminate a computer session at any time.

II. Supervision of Children/Unattended Children:

The Learning Resource Center is open to college students, faculty, staff, and the community at
large. Its mission is to provide resources to support the educational needs of the students. As
such, the LRC provides unfiltered Internet access and some resources and materials that are not

appropriate for children. Parents or guardians of minor children must assume responsibility for
their childrens use of the Internet and inform them about information they should not access.
Parents or guardians must also assume responsibility for their childrens behavior. If that
behavior is disruptive or distracting to others, they may be asked to leave.

In addition, there is no area specifically designed for childrens use. Unattended children in the
LRC are vulnerable and the staff cannot ensure their safety and security. Therefore, the LRC is
an inappropriate place for unsupervised or unattended children. An adult parent or guardian of
children 12 and under who are not SCC students must have a clear view of the child and his or her
activities at all times. Children between the ages of 13 and 18 who are not students at Sacramento
City College are considered community users and must abide by stated policies.

The Learning Resources Division cannot assume responsibility for children who are in the LRC
without adult supervision. This applies to children of students, employees, and community
members. The LRC staff may contact Campus Police if a child appears to be left unattended in
any area of the LRC.

III. LRC Behavior Policies:

III.1 Third Floor:

This floor of the LRC is for silent, individual study. No talking is permitted.

III.2 Cell Phones and VOIP Devices:

In consideration of others, patrons are asked to turn their cell phones off when they move beyond
the first floor lobby (the tiled area) or to silence any ringtones so as not to disturb others. Patrons
engaging in phone or VOIP (e.g. Skype) conversations elsewhere in the building may be asked to
move to the first floor lobby.

III.3 Games and Chat:

The computers in all areas of the LRC are provided for research and other Los Rios academic
purposes as described in Section I.2. Playing games and chatting are not allowed on the
computers in LR-144 or B 152. Patrons playing games, chatting or engaging in other recreational
uses may be asked to log off and leave their computer.

III.4 Food and Drink:

No food or drinks are allowed while using the computers in the LRC and B 152. Beverages are
allowed in study areas of the LRC if they are in rigid containers with firmly attached lids. Paper
or Styrofoam drink containers are not allowed. Food is prohibited in all areas of the LRC and
B 152. If you are asked by a staff or faculty member to discard food or drink that is in an
inappropriate container, please do so promptly. Failure to comply with a request by the faculty
or staff is a violation of the SCC LRC User Policy.

III.5 Inappropriate behavior:

Inappropriate behavior is not tolerated in the LRC and may result in disciplinary measures.
Examples of inappropriate behavior include but are not limited to:
Smoking or using tobacco products;
Use or possession of alcohol or controlled substances;
Using abusive, loud, or obscene language in the LRC;
Obstruction or disruption that hinders use of the LRC;
Throwing books or other objects;
Harassing, bullying or threatening LRC users or staff;
Assault (verbal, physical, sexual);
Removing or attempting to remove library materials or property without checking them
out or without authorization;
Mutilating library materials by marking, underlining, removing pages, removing binding,
removing electronic theft devices or in any way injuring or defacing materials;
Using items from service desks without permission;
Improperly using equipment in the LRC, for example, computers, copiers, etc.
Concealing library materials in the library for exclusive use of an individual or group;
Vandalism of LRC property;
Theft of another persons property;
Voyeurism or exhibitionism;
Bathing in the public restrooms;
Sexual behavior;
Engaging in any illegal activities;
Using radios, audio players, or other personal listening equipment at a level that can be
heard by others.

Note: Patrons who do not comply with LRC policy or fail to cooperate with LRC staff may
be asked to leave the premises. The staff reserves the right to summon Campus Police if the
patron(s) exhibit disruptive behavior as outlined in this policy.
