Re: OVERDUE CONSTRUCTION OF COMMUNITY HALL: HARARE WEST
CONSTITUENCY ON STAND NUMBER 1440, WARD 16
I write to complain about the handling of a donation of a community hall by Harare City Council,
which I sourced from an embassy for Harare West constituency (Ward 16 and Ward 41) in 2011 and
now risk losing. I refer to the meeting we had in October 2013 as well as letters I wrote to Mr. M.
Masunda when he was mayor, numerous phone calls, e-mails and conversations I had with you, your
predecessor Mr. Masunda, the former Mabelreign District Officer Mr. Kanakembizi, the current
District Officer Ms. Mverechena and Ward 16 Councillor Mr. L. S. Mudavanhu since 2011. I had
requested a site plan and a letter confirming that council had allocated land for the construction
of a community hall 4 years ago but up to now I have not been given these papers.
Ward 16 and Ward 41 both do not have a community hall and as indicated by budget consultation
meetings of both wards since 2008 council has not budgeted for such a facility. This community hall
will be used as a venue for community meetings such as feedback and budget consultation meetings..
The community hall will also have an office for the Ward 16 councillor who in contrast to the Ward
41 councillor does not have an office and is forced to work from home. This community hall will also
be used for indoor sporting activities as well as a source of income for council when it is hired out for
functions.
Harare City Council exhibited gross negligence in handling of this project by:
1. failing to avail me with a site plan for stand number 1440 Mabelreign Township and a letter
confirming that land has been allocated for construction of a community hall. These were
requested 4 years ago and up to now I have not received these documents.
2. after approaching the then Mayor of Harare Mr. Muchadeyi Masunda about the issue I did get
responses from the Department of Urban Planning and the Department of Housing and
Community Services, but these were vague and did not get a site plan for stand number 1440
Mabelreign Township.
3. losing letters I had sent to the Department of Urban Planning twice, after I was advised by
Mabelreign District Officer Mrs. M. Mverechena that a site plan and confirmation of land
allocation will be availed to me upon sending the letters. I have sent another batch of copies
of these letters but I have neither the site plan nor confirmation of land allocation.

4. attempting to change the original site of community hall from stand number 1440 Mabelreign
Township in Ward 16, which is central to both Ward 16 and Ward 41 to another location.
It has become a source of embarrassment to me when I am at pains to explain to the donor how
council has for the past four years failed to avail me with a site plan and letter confirmation of land
allocation for this major investment to councils infrastructure.
I now request that council either avail me with a site plan and councils letter of confirmation that
the remainder of stand number 1440 Mabelreign Township has been allocated for the
construction of the community hall, or indicate if it is not interested in this donation to avoid
wasting any more time and effort following up on this issue.
This matter has been outstanding for a long time already and therefore request that you furnish me
with a response within 7 days from receipt of this letter.
