Recommendations:
1. ICT must be regarded as a catalyst for growth and economic development: Urgency for the creation of a converged and independent Regulator Appropriate Legislations to encourage competition and further investment -- particularly with respect to Interconnection for consumer protection and a more competitive environment. Creation of an effective Appellate/Dispute Resolution Body to handle matters of disagreements between industry players and the Regulator.
2. Greater Focus on E-Government Initiatives Only 11% of populations use internet to do Govt business Greater focus on this area to increase efficiencies/competitiveness and reduce bureaucracy and inefficiency: Need for appropriate legislations to cover all areas of e-transactions. Revision of Tax Policies that currently serve as disincentives for the acquisition of computers.
UAF to be maximized for faster deployment of Broadband technologies across the country by way of the Fund.
