The concept of the involved the
gastarbeiter agreements between the host
country and Turkey which was bound up
with policies of the governments involved,
with state bureaucracies on both sides
ultimately responsible for the dispatch and
settlement of the workers.[72]

Labor agreements were signed with several
European countries- with Germany in 1961;
with Austria,Belgium, and the Netherlands in
1964; with France in 1965; and with Sweden in
1967. The agreements were based on a
principle of rotation, and a worker was expected
to return home after a year of employment
abroad.[72]

A German researcher Helen Baykara
Krumme says that most of the first
generation who migrated to Germany
came back to Turkey.



Some of the rest preferred to live both in
Germany and in Turkey and some stayed
in Germany.
For this research face to face interwievs
were made with 2000 people people from
Akcaabat-Trabzon
Acpayam-Denizli
Emirdag-Afyon
Kulu-Konya
arkla-Sivas.
