DUTIES:
The primary purpose of the position is to analyze functional and technical requirements regarding contract
input, invoice processing, entitlement, prevalidation, cash management, disbursing, and financial reporting
of proposed or existing Contract Pay Finance and Accounting systems to determine avenues of development
or modification necessary to meet mission objectives
Ensure that systems issues or problems are immediately identified and resolved with minimal interruption to
normal operations.
Reviews, analyzes, and resolves daily systems problems related to IT and performance in functional areas,
defines the cause and effect, and recommends a variety of resolution approaches for solutions.
Serves as the senior technical analyst and resolves the complete range of problems within the scope of the
activity operations and refers operational problems requiring highly specialized expertise to the appropriate

Performs system testing using both automated and manual tools (such as Hewlet Packard Quality Center
(HPQC) and Configuration Management Information System (CMIS)) to ensure the requirement is traced
throughout the system and sufficient regression testing is performed.
Identifies how system modifications or new systems or subsystems affect current systems; works to meet
target completion dates; and prioritizes proposed system changes or developments.
Provides technical advice in determining operations impact or problems, possible resolution, and actions
necessary until problem is resolved.
Participates in systems requirement reviews and coordinates with customer/functional representatives and
other technical personnel to clarify requirements.
QUALIFICATIONS REQUIRED:
One year of specialized experience equivalent in level of difficulty and responsibility to that of the
next lower grade (GS-11) within the federal service, which demonstrates the ability to perform the
duties of the position, is required.
Specialized experience is defined as: experience performing financial systems analysis and
assistance to functional analysts and developers with automated financial mainframe systems;
identifying issues and recommending solutions or workarounds to support the daily operations of
financial software; providing testing and configuration management support; drafting software
requirements documents, testing plans, and user help guides; and experience which demonstrates
substantive knowledge of financial management principles. Examples of specialized experience
includes: Using techniques to test and analyze computer malfunctions; assisting project managers,
analyst, and developers to analyze and define functional and system requirements; developing
software requirements, serving as a tester, assuring technical automated data processing, analysis,
design, development, configuration management, testing, release control, and deployment of
systems are in accordance with policy; and producing ad hoc data base extract reports for
management.

Education is not substitutable for specialized experience for this grade level.
Background or Security Investigation: This is a non-critical sensitive position. Employment in this
position requires a background investigation which may delay your starting date. If you are selected

HOW YOU WILL BE EVALUATED:
Your application will be evaluated and rated under the Category Rating and Selection Procedures. All
