    Under the authority of section 26(4) of the Financial Administration Act, the
    Lieutenant Governor in Council is pleased to authorize the Department of Health
    and Community Services to pre-conlmit funds against its budgetary
    appropriations as follows: $295,450 in 2010111 and $323,868 in 2011112 to
    facilitate the province entering into a contribution agreement with Health Canada
    to enhance drug treatnlent services for youth.
