In order to strengthen the Quality Assurance Program of the Department and to
ensure that only qualified and competent materials engineers shall be assigned in the
implementation of DPWH projects, accreditation of DPWH Materials Engineers is
hereby made a requirement for assignment to DPWH projects effective J anuary 2,
2014 and the corresponding guidelines for its implementation (Annex A) are hereto
prescribed.
The Bureau of Research and Standards (BRS) shall administer the accreditation
of all Materials Engineers.

ANNEX " A"
GUIDELINES FOR THE ACCREDITATION OF DPWH
MATERIALS ENGINEERS
1 .0 Criteria for Accreditation
The following criteria shall be applied in the evaluation for the accreditation of DPWH
Materials Engineers.

c. Accreditation Examination 70% maximum
c.1 Written 50% maximum
c.2 Practical 20% maximum
c.2.1 Laboratory 10% maximum
c.2.2 Field 10% maximum
TOTAL POINTS 1 00%
1 .1 Minimum Requirement
As a minimum requirement for accreditation of a DPWH Materials Engineer, the
applicant must be a registered and licensed Civil Engineer.

1 .2 Training and Experience
Training and experience shall be evaluated as follows:
1 .2 .1 Training
30% maximum
1 5% maximum
The rating for this criterion shall be based on the relevant trainings attended
by the applicants. The relevant trainings/seminars and their corresponding
points are as follows:
a. Materials Quality Control 1 3% maximum
Give 5% for the On-the-J ob Training on Materials Testing and Quality
Control (at least one-month duration) and 1.0% each for any eight (8)
trainings as shown in Exhibit "8" and/or any training related to materials
testing and quality control aspects, to get the total points, which shall not
exceed 13%.
b. Information Technology 20/0 maximum
Give 1% each for any two (2) computer trainings/seminars attended, to
get the total points, which shall not exceed 2.0%.
1 .2 .2 Experience
The rating for this criterion shall be based on:
1 5% maximum
a. The number and cost of projects that the applicant has handled in a
capacity as Project Engineer, Materials Engineer, Materials Inspector or
Materials Laboratory Technician whether in the government or private
sector.
b. The number of years that the applicant has been assigned as Project
Engineer, Materials Engineer, Materials Inspector or Materials Laboratory
Technician whether in the government or private sector.
c. In case the applicant is a QAU member, the number of years that the
applicant has been actively assigned in any QAU activity at least once in a
year.
Experience shall be rated as follows:
