Victims in the case against Mr
Uhuru Kenyatta at The Hague
have complained about the delay
in starting the trial, saying, they are
unsure about getting justice.
They also claimed they faced
psychological trauma, lack of government assistance and nancial
diculties, seven years after the
post-election violence.
Their views were collated in the
10th periodic report submitted to
the Victims Participation and
Reparations Section of the ICC
on July 21 in which 196 victims
were interviewed.
Of these, 179 had previously
been registered to participate in
the case facing President Kenyatta over accusation preceding
his presidency.
The common legal representative interviewed victims in Nakuru,
Siaya and Busia ahead of the status
conference for the case on July 9.
He conducted over 100 phone
interviews with victims to ascertain their situation following the
Mpeketoni attack in Lamu in which
more than 70 people died.
The ocial said he had various meetings to address victims
concerns, especially with regard to
delays in starting the trial and the
apparent lack of help for Nyanza
and western region victims.
The attack, which resulted in
the Kikuyu community suering
a large number of casualties, also
resulted in the Luo community
receiving fliers in Nakuru and
Naivasha demanding that they
leave, notes the report.

A drug shortage is looming in hospitals run by the
Nairobi county government
after failure to meet pay for
drugs supplied in the last
three months.
Kenya Medical Supply
Authority has refused to
deliver more medicines to
the hospitals in the next one
week unless its paid.
Up to 85 clinics and
four major hospitals risk
running short of supplies.
The hospitals are Mbagathi,
Pumwani, Mama Lucy and
Mutuini.
The County Assembly
Health Committee Chairman, Mr Manoah Mboku,
yesterday said there were
no drugs at Mbagathi.

statement raised by Woodley Ward Rep Njoroge Kairu
and said his committee was
conrming on specics of
the crisis.
The county owes the drug
supplier Sh34 million which
is payment scheduled for
the last quarter.

money, Mr Mboku said.
He claimed the county
secretariat was ignoring
the health services.

GANGSTERS ON THE LOOSE. Nairobi resident
Lucy W. Githinji has witnessed motorists being
robbed and side mirrors plucked o their vehicles
by street boys, nay, men, in broad daylight as they
sit in trac jams at the Globe Cinema roundabout.
She has also seen pedestrians being mugged by the
hoodlums, whose base is the overpass where the Thika
Superhighway begins, and the racket goes on day and
night. Can Governor Evans Kidero and his team rid
the area of these men? They are a nuisance!
REPAIR THIS ROAD. The Satellite-Kabiria road in
Dagoretti, Nairobi, is in a pathetic state, moans Lilian
Anyango. With the recent drizzles, she adds, its huge
potholes have now become muddy. The people of
Kabiria have, despite sweet-sounding promises, never
beneted from the present and past leadership and
have to contend with overcharging matatus as they
cannot aord to set up their own transport sacco. Her

USED DIAPER MENACE. The mindless disposal
of used baby diapers is heightening environmental
pollution, says Tabitha Maina. As more mothers buy
the items, Tabitha adds, not many think about the
impact of the dirty pieces they throw away, and

Association to engage manufacturers in educating

WE NEED WATER. The discovery at Changamwe
of stolen water pipes belonging to Mombasa Water
Supply and Sanitation Company would appear to
explain why the residents of Bamburi-Mtambo and

they have been forced to rely on boreholes and wells

Kurias outburst against
Duale most appalling
The article by lawyer Gibson
Kamau Kuria (Nation, July 22), cannot go unchallenged. It is unfortunate, that he insinuates that Parliament Majority Leader Aden Duale
and Lamu County politicians who
opposed the declaration of a curfew
were in support of the spate of killings and lawlessness.
Mr Duale and the other politicians
were simply expressing their displeasure at the curfew during the last
10 days of the holy month of Ramadhan, in which Muslims are expected
to engage fully in night prayers and
devotion.
Thus both Mr Duale and the other
leaders were spot on, since it was
infringing on the rights and religious
freedom of the Muslim community.
It is good that Inspector-General
of Police David Kimaiyo noted the
Muslims concerns and issued a
statement clarifying the issue.
I feel saddened by Dr Kurias assertion that Mr Duale has a character defect and is not t to hold high
oce. This unwarranted character
assassination belittles the intelligence of the people of Garissa, who
elected him to Parliament.
We do not expect such outbursts
from a lawyer of Dr Kurias station.

In the Saturday Nation, I enjoy
the Literary Forum, Seeds of Gold
and political articles by David Ndii,
Maina Kiai and Fr Gabriel Dolan,
among others. I have, however, not
enjoyed reading City Girl by Njoki
Chege, just as I dont enjoy listening
to most FM radio breakfast shows.
I have drawn the comparison for
the simple reason that both excel
in perpetuating ignorance. We have
presenters who are not journalists,
masquerading as experts in relationships, personal nance, nutrition,
physical tness, etc., with the net effect of confusing their audience with
half-baked advice on matters they
are least qualied to comment on. It
is the same with City Girl column.

The general perception that doctors protect one another at the expense of
the public is often justied.

Parents of children with disabilities need help and not jail terms
There have been two stories on TV about parents
neglecting their children who have disabilities. In one,
the child has been rescued and taken to hospital and
has greatly improved. In the other, the parents have
been charged with negligence because they chained
her, leading to her arms being amputated.
I am amused by the response of neighbours and
Kenyans, in general, because such cases are not new.
Any parent of a child with a disability will not know
what to do unless sensitised. In our cultures, such
children were often left to die. Some thought the child
was a curse or a bad omen to the community. Those
who loved them anyway, would hide them. It is only
after we attended school and church that we began to

domestic and foreign trips, sparking protests.
Local ocials of the Union of
Kenya Civil Servants said the
money should have been channelled to development projects in
the area.
The officials waved placards
outside their oce in Kerugoya
town yesterday as they protested.
They threatened to march to the
assembly on August 5 and eject
the members.
They are misusing money that
should be earmarked for development and paying our salaries, said

The Education ministry has issued a circular to guide school principals in Taita Taveta
in releasing certicates of former students
who have fee arrears.
Taita District Education Ocer Samuel
Nyantika said he received the circular on
Tuesday.
The education ocer said teachers can
start calculating the amount owed to schools
to claim from the government upon release
of the documents.
Speaking in Wundanyi, Mr Nyantika said
some certicates had been retained for 10
years.
He said teachers would le returns indicating the amounts owed when the former
students collect their certicates.
In Mwatate, Taita Taveta County Director
of Education Jonathan Nyamai said despite
the directive, the former students would
have to complete the usual school clearance forms.
Mr Nyamai said clearance is important to
ensure institutions recover any property that
was given to the former students.
He said it was a standard procedure in
all academic institutions, including colleges
and universities.

A. RESULTS OF 182-DAY & 364-DAY TREASURY BILLS ISSUES 2047/182 & 1968/364 DATED 28/07/2014
This week the Central Bank of Kenya offered 182 and 364 Days Treasury Bills for a total of Kshs.6 Billion. The total
number of bids received was 101 amounting to Kshs.6.5 Billion representing 217.8% subscription and 51 bids amounting
to Kshs.4.6 Billion representing 153.7% subscription for 182 and 364 days, respectively. Bids accepted amounted to
Kshs.3.1 Billion for 182 days and Kshs. 3.7 Billion for 364 days Treasury Bills. The weighted average rate of accepted
bids, which will be applied for non-competitive bids, was 10.060% for the 182-day and 10.330% for 364-day Treasury Bills.

A. RESULTS OF RE-OPENED TWO-YEAR TREASURY BOND ISSUE FXD 2/2014/2 DATED 28/07/2014
This month the Central Bank of Kenya re-opened the above two-year Treasury Bond for a total amount of up
to Kshs.10 Billion. The total number of bids received was 362 amounting to Kshs.7.87 Billion. The weighted
average rate for successful bids was 10.764%. The other auction statistics are summarised in the table below.

Number 34490 - 00100, Nairobi is the sole registered proprietor of ALL THOSE
PIECES OF LAND known as KAJIADO / KAPTEI - NORTH L. R. Nos. 7444, 7445 &

It has come to our clients information and knowledge that following the
misplacement/loss of the subject Title documents , a certain individual using a fake
Search No 593/2/014 on the properties dated 26 February 2014 have obtained
fake titles and is fraudulently passing himself off as the owner of KAJIADO / KAPTEINORTH L. R Nos 7444, 7445 and 7446 compromising of 80.9, 80.9 and 23.5 (Eighty
decimal Nine, Eighty Decimal Nine and Twenty Three Decimal Five) Hectares or
thereabouts respectively.
Our client has been informed that the said individual is in the process of purporting to
sell the said parcel of land to unsuspecting members of the public.
Members of the Public are herby warned that any purported sale of L. R Nos 7444,
7445, and 7446 Kajiado, shall be fraudulent and of no effect whatsoever. Members
of the Public are further warned that the matter of the acquisition of the Titles and
Search fraudulently is presently being investigated by the police.
TAKE FURTHER NOTICE that our client has not authorized any Person or Persons
to deal with the parcels of land known as KAJIADO/ KAPTEI- NORTH L. R Nos. 7444
, 7445, and 7446- Kajiado or any part thereof whether by sale, lease or otherwise

Kenyatta National Hospital seeks to contract a Transaction Advisor (TA) to conduct a feasibility study
and advice on engagement of a Private Partner to construct a 300-bed capacity Private Hospital
through a Public Private Partnership (PPP) arrangement.
OBJECTIVE
The Hospital identified the need for construction of a 300-bed Hospital on PPP to improve its
physical facilities, enhance revenue generation and promote medical tourism in line with the Kenya
Vision 2030.
SCOPE OF WORK
Elements of the assignment include but are not limited to:
1.
Carry out pre-feasibility studies by assessing the market for the proposed project and calculate
associated economic and financial returns.
Propose specific business plans including options for a PPP arrangement and risk sharing in

the development and/or service provision.
3.
Carry out environmental and social assessments and develop specific environmental and
social action plans.
4.
Follow up on approvals for the feasibility studies with relevant Government entities.
5.
Provide technical inputs in developing PPP arrangements including identification of potential
private investors and development of a set of contractual schemes of PPP options in
accordance with the existing applicable laws.
6.
Based on PPP arrangements, if any, provide planning and engineering designs, full financial
feasibility studies as well as specifications for tendering.
7.
Supervise implementation of the project development.
8.
Formulate and verify Project Management Plan prepare a PPP transaction document.
9.
Provide PPP advisory services to potential investors in the PPP.
10. Any other relevant work assigned by the Hospital.
Expression of Interest (EOI) is invited from suitably qualified and experienced Transaction Advisors in
the following fields: Legal and Financial issues, Public Private Partnership issues, PPP procurement,
Negotiations and Contract monitoring and evaluation.
MANDATORY QUALIFICATION REQUIREMENTS
1. Meet statutory requirements including Tax compliance VAT, certificate and certificate of
incorporation/Registration.
2. Demonstrate evidence of a history and capabilities to handle transaction advisory services in the
health sector with an experience of at least five (5) years.
3. Demonstrate evidence of the capacity to manage issues associated with projects of this
nature.
4. Attach two references of similar jobs carried out in the past. (certified copies of referees for
similar assignments)
5. Audited Accounts for the last two financial years 2012/2013

in an accident with another car that
was insured by AMACO.

undertaking he admits was
also exhausting and frustrating. He attended many expos
and trade fairs to showcase
the products he intended
to sell in Kenya in much of
2012. At the same time, he
registered Ghana Exhibition
Centre Limited as a private
company in partnership with
the Ghana Exports Authority
with the aim of promoting
his home countrys goods
and services in East Africa
and vice versa.
Embarrassment
To invest in a foreign
country, it takes a lot of risk,
embarrassment and a lot of
discouragement. Some people try to help you, others try
hard to push you out, he told
Money.
But, business is about doing your research. And, it is
your choice where you think
you can get a good market,
Mr Grant said, alluding to
his choice of Kenya as an
entry into East Africa.
Initially, he brought clothing and shoes, garments,
cosmetics, furniture, toys
and electronics to sell in
Kenya as he didnt know exactly what would do well.
But, this led him to stick
to cosmetics, an area which
he realised had the potential

competition,
sabotage by some merchandisers and sales agents has
been giving him sleepless
nights. At some point, a local rm dealing in cosmetics
products tried to lay claim on
his rms trade-marked cosmetics. This made him think
whether he made the right
decision to invest in Kenya.
His rm is yet to make signicant revenue but hopes to
sell at least 500,000 products by the end of the year.
This, he says, could generate
Sh150 million. We went into
major production in October
last year. From that time, the
products are moving well in
the market, he said.
THE bourse posted dull performance last week. On Friday, the NSE-20
Share Index closed 3.01 points lower
at 4,910.60 points with a traded volume of 26.22 million. However, this
week, the market has been expecting
the onset of increased activity as the
securities exchange self lists.

Home Afrika: In July last year, Home
Afrika became the rst company to
list under the Growth and Enterprise
Market Segment, which is reserved
for small and medium sized rms.
The real estate company entered the
bourse through introduction. In its
rst trading session, its price shot to
Sh25 per share from Sh12 a piece.
However, in the last one year, the
rm has seen its share fall to Sh4 per.
On Monday, the counter opened at
Sh4.20 per share before plummeting
to Sh4.
According to a research analyst at
Genghis Capital, Ms Evelyne Wanjiku,
Home Afrikas valuation indicates that
it is trading within a fair value. She
points out that since the rm entered
the market, it is yet to post positive
returns. In the last nancial year, it
reported 25 per cent decline in prot
from Sh108.1 million recorded previously. This is mainly because the rm
deals in real estate where gains will
only be fully realised after completion
of long-term projects, she says.
With the company seeking to
secure a bond as a nancing option,
shareholders may be forced to wait a
little longer before getting any dividend which are paid net of all nancing costs, says Ms Wanjiku.
