Dean is out on travel this week, and asked me to look into the CCLA grant program for you .. ..
It looks like BJA has a Tribal Civil and Criminal Legal Assistance (TCCLA) program, which is sometimes referred to as just
the CCLA. According to their website, the program goals are to enhance the operations of tribal j ustice systems, improve
access to those systems, and provide training and technical assistance for the development and enhancement of those
systems. Other grantee objectives include providing procedural justice in tribal civil and criminal legal procedures, legal
infrastructure enhancements, and public education.
The website says that, of the "flexible" $38 million Congress appropriated in FY2012 for tribal justice resources, BJA
directed $2,286,218 to solicit for three categories-l ribal Civil Legal Assistance Grants, Tribal Criminal Legal Assistance
Grants, and Tribal Justice Training and Technical Assistance Grants. Although there's no information on the application
process or solicitation dates, the website does refer to the grants as "targeted to non-profit organizations, including tribal
enterprises and educational institutions."

Hope you've been well. I have a tribe out here that is applying for the CTAS grant. But, I've also heard through the
grapevine that there is a CCLA grant that tribes can apply for.
Unfortunately I can't find out what it stands for and the DOJ congressional liaison told me he needs to know more
information before he can help. Thought I'd reach out to you- any idea what CCLA could be?

Hello!
1 wanted to get back with you regarding the hiri ng estimates in the PresidC'nt's proposal. The 15,000 estimate was based
on funding originally proposed in the Pr..e.siden ' Jobs Act and is a conservative estimate. Based on our data and the
average salary and benefits of an officer over three years, the $4 bill ion will hire approximately 32,000 officers. This
number assumes the $125,000 salary cap and 25% local match. If Congress were to waive the salary cap and local
match, we' d be able to hire around 17,000 officers.
I hope this helps clear up any confusion.

Looks like we' re good - this is what I just received from our grant s folks. Have a great weekend!
Per my promise yesterday, this issue has been resolved. After researching and resolving the mod holdup, I contacted Mr.
Barry this morning to let him know that their mod request was approved. I apologized for the delay (a whole bunch of
times), gave Mr. Barry verbal authorization that he could tell his Contractor to start the process, and notified him that the
approval letter will be mailed before noon (I just signed the approval letter and it will be in the noon pickup). You may go
ahead and let the appropriate staffers know that everything has been completed. No conference call needed.

for a budget modification. Attached are Modification Instructions as well as a blank copy of the required Modification
Worksheets (in case you might need them). Please review the written instructions and resubmit your modification
accordingly, ensuring to provide these three documents:
1) a request letter explaining your change, on agency letterhead, signed by the LE or GE
2) a budget narrative that describes each NEW item requested, with each item listed in the exact same order as they
appear in the worksheets, and
3) all12 pages of the budget worksheets, prepared in accordance with the attached written instructions.
Please, do not hesitate to CALL me immediately if you have any questions or you encounter any difficulties in preparing
the required documents.

These are the activities we have planned for Poli ce Week that the Director would like to discuss with the Senator:
Director Melekian will be attending a members-only briefing for the Congres'>lonal Law Enforcement Caucus
The Director will be offering the key-note speech at the National Law Enforcement Officers Memorial Fund
Chairman's Dinner on May 12.
The COPS Office will be hosting a congre<;sional open house on May 12 from 1-4 p.m.
In terms of the budget, he would like to brief the Senator on how we will execute this year's hiring program in the light
of budget cuts and how the changes should alleviate concerns of sheriffs in Wisconsin.

Good Afternoon!
We are once again trying to get momentum on the COPS Improvement Act here in the Senate Judiciary Committee. We
are not able to get any Republicans on the committee to cosponsor or pledge their support, simply because it authorizes
spending. Frankly, I think it would look bad for them to take anti-law enforcement vote, but I'm hoping it does not come
down to that. I am reaching out to Republicans not on the committee who have supported COPS in the past, which may
help our chances.
Quick question- I just returned from a WI law enforcement trip, and nearly every police chief I talked to mentioned how
valuable COPS More grants were. They really value getting technology and additional officers, but often struggle to find
the necessary non-commissioned support staffers. Can you give me some insight as to why these grants were phased
out? Were they ever particularly authorized by Congress?

Amendment 997 to S. 386 Establishing a Nationwide Mortgage Fraud Task Force
Sen. Nelson's amendment complements S. 386 by empowering federal, state and local law enforcement officials to
coordinate their efforts on a nati onwide level and providing a tool to prevent the victimization of individuals and
businesses through effective education, legislation, regulation, law enforcement and prosecution. The amendment
establishes in the Department of Justice {DOJ) a Nationwide Mortgage Fraud Task Force to: (1} initiate federal mortgage
fraud investigations and coordinate state and local investigations; {2} establish and support voluntary cooperation and
coordination among federal, state and local law enforcement and prosecutorial agencies in investigating and
prosecuting mortgage f raud; {3) provide training for such agencies; {4} facilitate the collection and dissemination of
mortgage fraud data; {5) establish regional branches in the 10 states having the highest concentration of mortgage
fraud; {6} establish a toll-free hotline; and (7) create a database of mortgage industry license suspensions and
revocations.
The amendment is needed to addresses several important aspects of the mortgage fraud problem and take advantage
of opportunities for an even more effective national response. They include the following:
Federal law enforcement agencies do not have the capacity or resources to address the problem without the
cooperation and participation of state and local law enforcement. In 2008, RealtyTrac reported more than 3,000,000
foreclosures, and FinCEN reported more than 68,000 Suspicious Activity Reports referencing mortgage fraud.
In a recent appearance before Congress, t he FBI's Deputy Director testified that the Bureau has more than 1700
active mortgage f raud cases and 254 agents in its mortgage fraud unit.
S. 386 represents an important step forward to address the epidemic of mortgage fraud, but additional
coordination with state and local officials is absolutely essential because of the scope and extent of mortgage fraud and
related offenses.
State and local law enforcement have additional capacity and experience pursuing mortgage fraud cases and
should be encouraged and trained to do so.
There is outstanding work being done at the local level already, and thi s amendment would ensure that it is
repli cated throughout the country. The Miami-Dade Police Department Mortgage Fraud Task Force, for example, has
vetted more than 2000 complaints, made 125 arrests and has more than 500 active cases.

For those cases that the FBI pursues, there is a $1 million threshold. This excludes a huge number of potential
cases from being investigated or prosecuted at the federal level.
Mortgage fraud is connect ed to other related fraud, including loan modification fraud, short sale fraud, and
foreclosure rescue fraud. These crimes are related to mortgage fraud, but my understanding is that the FBI doesn't
handle them. Coordination through the Mortgage Fraud Task Force would enable a coordinated approach to these
i nterrelated offenses.
Within the Department of Justice, the Bureau of Justice Assistance (BJA) and the COPS Office are supportive of the
concept of mortgage f raud task forces. BJA in their recent Byrne/JAG solicitation made available funding for local
mortgage fraud task forces and investigations at the state and local level. BJA also convened a working group of
representatives from communities in different regions to examine crime as both a cause and result of foreclosures.
The COPS program supports the training component in the bill and have indicated that they would be interested in
undertaking training, provided they have the resources to do so. There is an authorization in the bill for such training.
The Major Cities Chiefs of Police, the IACP and the National Association of Counties support this proposal.

I am writing today in support of the North Las Vegas Police Department (NL VPD) and
their application for funding through the COPS Hiring Program.
As Nevada's senior Senator, the health and safety of my constituents has always been a
high priority during my career in Congress. Our police departments are entrusted with this
enormous responsibility and are committed to keeping our community safe. The recent economic
challenges in Nevada have resulted in increases in crime and left our police departments with
unfunded positions which limit their ability to patrol the increasingly vulnerable community.
That is why I support North Las Vegas Police Department's efforts to carry out proven
community-oriented policing techniques by increasing the number of patrolling officers.
North Las Vegas Police Department successfully utilized community-oriented policing
strategies, including geographic area assignment, for the past two decades. The department's
officers were transformed into problem solvers supported and trusted by organizational
partnerships with business and civic leaders. NL VPD seeks to rebuild these partnerships that
have been weakened over the past three years due to a reduction of police officers; North Las
Vegas currently has 1.27 officers per 1000 citizens. Through trus project, NL VPD will increase
their number of officers allowing them to effectively patrol their assigned neighborhoods and
continue to develop their individual relations with community leaders and businesses.
Collaboratively they will work to identify and resolve problem areas within the neighborhood to
create a more livable secure environment.
I fully support this project and hope you keep my recommendation in mind when making

I am writing today in support of the Henderson Police Department (HPD) and their
application for funding through the COPS Hiring Program.
As Nevada's senior Senator, the health and safety of my constituents has always been a
high priority during my career in Congress. Our police departments are entrusted with this
enormous responsibility and are committed to keepi ng our community safe. The recent economic
challenges in Nevada have left our police departments with unfunded positions and limit their
ability to be proactive towards controlling misconducts. That is why I support Henderson Police
Department's efforts to improve their community-oriented policing through technology based
initiatives that result in faster reporting of crime, increase access to safety information and
community education programs.
Henderson Police Department seeks to transform the community into a safe and secure
environment by limiting the social and physical characteristics associated with high crime areas.
Their program, CopLogic, allows citizens to report crimes online and enables Patrol Officers to
filter through reports with ease to better focus on high priority calls. AlertiD centers on
information sharing between citizens and law enforcement to ensure critical information is being
received and transmitted to those affected. HBP also designed and implemented an education
outreach program that emphasizes Decision Making, Responsibility, Education, Achievements,
Motivation, and Self-Esteem (DREAMS) for students in the community. HPD will also work
collaboratively with community leaders and businesses to identify and resolve problem areas
within the neighborhood to create a more livable secure environment.

The City of Rockaway Beach is a small, rural community located on the north Oregon coast in
Tillamook County. Full time residency is about 1 ,500, which increases to 3,000 to 5,000 on
weekends and during summer vacation periods. The city has only three fuJI time officers at this
time, and it is a significant challenge to fulfill their mission with the increase in summer
population. The 2010 COPS Hiring Program grant would allow the city to hire an additional
officer to better serve community needs.

Thank you for your letter to the U.S. Department of Justi ce Office of Community
Oriented Policing Services (COPS Office) dated June 14, 2011 in support of Virginia' s Grayson
County Sheri ff s Office's 2011 COPS Hiring Program (CHP) application.
authorized the COPS Otllce to move forward with the 2011 COPS Hiring
Program, which will award nearly $247 million to law enforcement agencies across the country.
Different from previous years, COPS designed the 2011 CHP application with input from law
enforcement to better ensure that emerging and proven principles of community policing are the
center of this grant program. We understand that the demand for funding is very high as most
state, local and tribal jurisdictions face challenging budget shortfalls. The mi ssion of the 2011
CHP initiati ve is to help communities address specific and persistent crime and disorder
problems, and we look forward to reviewing the communi ty policing plan that the Grayson
County Sherifrs Office has submitted.

Justice Office of Community Oriented Policing Services (COPS) in regards tu funding
opportunities to combat methamphetamine for Virginia's Galax Police Department.
The COPS Methamphetamine Initiative provides direct funding to establish and enhance
a variety of problem solving strategies that will encourage community policing efforts in order to
combat the usc and distribution of methamphetamine. Funds are eam1arked b) <'on cress to
specitic agencies to assist local law enforcement agencies and task forces with developing
iMovative community policing responses to problems of crime ami disorder related to
methamphetamine By law, only agencies specified in the Consolidated Appropriations
Act of2010 were eligible to submi t an applil:atiou for FY2010.
