1961- Rule 49-O of the Conduct of Election Rules
2001- EC approaching govt
2004- A PIL was filed by the Peoples Union for
Civil Liberties
2004- EC to the Prime Minister - proposed a series
of electoral reforms, including the negative voting
clause. The PIL by the Peoples Union was still
pending before the Honorable Supreme Court.
2009- the Supreme Court found substance in
the PIL filed with it and referred it to a
constitution bench
2011- Anna Hazare demanding a NOTA option
27th of September 2013, the constitutional
bench gave its ruling in the Peoples Union for
Civil Liberties vs. Union of India case, ordering
the Election Commission of India to include the
option of none of the above in electoral ballot
papers and on electronic voting machines
