I think a good administration has its principles that should be respected. First of all we
should now how to get it right that means to act in accordance with the law and with regard for
the rights of those concerned, ensuring people can access services easily, being open and clear
about policies and procedures and ensuring that information, and any advice provided, is clear,
accurate and complete. Treating people impartially, with respect and courtesy. Public bodies
should use their judgment in applying the Principles to produce reasonable, fair and
proportionate results in the circumstances.
8. Describe the future of Moldova in 20 years from now
In fact, Moldova is just a creature who is learning now the first steps in life. Moldova, in
my opinion, has a future as a state of integrity. This dream, to become a part of the big European
family will come true because this is our hope of being appreciated of entire world.
9. Discuss the need of reforms in governance.
I never doubted that equal rights was the right direction. Most reforms, most problems are
complicated. But to me there is nothing complicated about ordinary equality. Our country, like
every modern state, needs profound democratic reforms. It needs political and ideological pluralism, a
mixed economy and protection of human rights and the opening up of society.
10. Share your thoughts concerning the civil service in Moldova
The following are the main principles underlying civil service activity:
a) loyalty to the state and the people of the Republic of Moldova;
b) strict compliance with the laws and other legal acts, respective laws, observance of state
discipline, personal responsibility of civil service employees for carrying out their service
duties;
c) observance of rights and legal interests of individuals and legal entities, local public
management bodies;
d) professionalism, competence and initiative.

My concerning is that this princeples in many cases are not respected and that;s why we need
competent people that can improve public management activity, upgrading professional
qualification of the civil service employes.
