up with their own defensive biological weapons [] Also we will urge private businesses to
take a more serious role in shaping the strategic environment in which they operate
[] We will work in the best interest of everyone by make new public-private businesses that
would deny ordinary people (poten;al terrorists or mass murderers) access to poten;ally
