Fix: Change PC Settings does not open in
Windows 8 | 8.1

There have been cases reported where for some users, Change PC Settings option will not open in Windows
8 (http://www.thewindowsclub.com/).1 or Windows 8. Here are a few troubleshooting steps you may want to
try, and see if something helps you.
Change PC Settings does not open
When you open the Charms Bar and click on Settings > Change PC settings link, you may find that nothing
happens and you are taken back to your Start Screen. First make sure that your copy of Windows is
activated and then try some of these troubleshooting steps.
1] Take your mouse pointer to the bottom left corner, right-click to open the WinX menu and select
Command Prompt (Admin). Type sfc /scannow to run the System File Checker
(http://www.thewindowsclub.com/how-to-run-system-file-checker-analyze-its-logs-in-windows-7-vista). The
System File Checker (http://www.thewindowsclub.com/how-to-run-system-file-checker-analyze-its-logs-in-
windows-7-vista) will check for corrupted files and replace them if any corruptions are found. You may be
required to reboot your PC.
2] Boot Windows 8 in Safe Mode (http://www.thewindowsclub.com/safe-mode-in-windows-8) and see if
you are able to access PC Settings. If so great, use this opportunity to Refresh or Reset PC
(http://www.thewindowsclub.com/windows-8-basic-refresh-complete-reset-features-explained).
3] Open Control Panel and then All Control Panel Items > Recovery.
Click on the If youre experiencing problems link and see if PC Setting opens. If yes, nice, if not too bad.

4] Via the Control Panel, create a new User Account and see if you are able to access PC Settings.
5] PC Settings is a Modern UI app, so check if you are able to open other Metro apps or not. If not, you may
have to reset Windows Apps registry & file permissions (

reset-registry-file-permissions-default.html) to default values.
6] See if you can access your System Restore Points. Open the WinX Menu, click on Run, type rstrui.exe and
hit Enter to open the System Restore Manager. If you can try to revert your PC back to a good old restore
point.
7] Sometimes some third-party software has also been found to be the cause for the problem. nView
Desktop Manager is one such example. You may want to uninstall such software and see if that helps.
8] If you are facing this problem after upgrading to Windows 8.1, then you may want to see this post on
how to fix broken Change PC Settings link (http://www.thewindowsclub.com/broken-change-pc-settings-link-
windows-8-1) after upgrading to Windows 8.1.
9] Since you cannot open PC Settings, you will have to follow this procedure to Refresh or Reset PC. Press F8
while booting the system to go into Windows Recovery Menu. Click on Troubleshoot.
Click on Refresh your PC or Reset your PC to start the process. Make sure that you have backed up your data
and files before starting this repair process.

I reported a video bug that causes this to Microsoft and NVidia... NV have been working with
me to resolve it. I have a beta that does fix it, but raised a couple more issues they need to fix
before release.

I'm currently testing a new build (more than 10 since we started) ... it fixes the
original issue, but still has a couple of other fails that needs fixing before
release. Turning off the Nview Desktop Manager should stop the problem in the
mean time

you, it'll resolve your problem..especially for those people who are using windows 8.1.
Basically you are missing the tile for "pc settings".... no worries.
1)go to your startup menu and right click on any icon and it';; take you to the file location.
2)Keep this folder open and now press window+R and type in
"%programdata%\Microsoft\Windows\Start Menu\Programs" Without quotation marks.
3) keep these two folders open.
4) Not go to the first folder where it lists all the shortcuts icons.
5) Look for "PC SETTINGS" icon, it should be a blue icon.
6) Copy that and past it on the other programs folder.
7) Once that's done open search bar and look for the same icon "PC Settings"
8) Now right click on it and click on the "Pin to start"
Thats all now go back to the main menu and check if it worked....and like my comment if i help
you. :)

When I copy the shortcut to programs folder it copies as immersive control panel. Still
doesn't work

enter this in cmd:
powershell -ExecutionPolicy Unrestricted Add-AppxPackage -DisableDevelopmentMode -
Register $Env:SystemRoot\ImmersiveControlPanel\AppxManifest.xml
worked for me.
