Dear Maritime Stakeholder:



At this time, there are about 40 protestors in the Port's maritime area (seaport), outside the Oakland
International Container Terminal (Berths 55-59) - OICT, related to the on-going Gaza-Israel
conflict. Law enforcement is present and terminal gates have been clear all evening for
ingress/egress. Despite the tremendous effort by our law enforcement partners, however, operations
at OICT were not able to proceed this evening due to insufficient labor reporting for duty. All other
terminals are operating normally.

In light of these conditions, Port staff anticipates there may be delays at OICT tomorrow morning. We
will keep you updated if circumstances change significantly. We anticipate our next update by
8:00AM tomorrow morning.

Please be advised of the following update regarding the situation at the Port of Oakland. A
spontaneous demonstration of approximately 150-200 individuals occurred which resulted
in labor shifts not reporting to the SSA Terminal to discharge cargo from the Zim Lines
vessel. This situation remains fluid and we are anticipating that there may be an
additional call from the organizers of today's and Saturday's events to have people assemble
in the seaport tomorrow (Monday) morning. We're continuing to monitor such broadcasts
and are working with law enforcement to secure the terminal gates and labor entrances as
needed to ensure the flow of commerce.

Port of Oakland Maritime Operations Update 8/17/14

Dear Maritime Stakeholder:

At about 6:00 pm today, protestors started demonstrating in the Port's
Maritime area (seaport) at the Oakland International Container Terminal
(Berths 55-59) related to the Gaza-Israel conflict in the Middle East. As of 8:00
pm, the protestors remain in front of the terminal gates and labor did not
report to work at this terminal. All other marine terminals are operating
normally. Port staff is monitoring the situation closely and will send updates as
more information becomes available or the situation changes.

Please see the message below from our Maritime Division. All labor gates have been
completely open for employee entrance through both the morning and evening shifts, and
we greatly appreciate the professional efforts of our partners at the Oakland Police
Department, the Alameda County Sheriff's Office, and the California Highway Patrol for their
outstanding conduct during today's limited demonstrations.
Unfortunately, and distressingly, despite the marine terminal having ordered five gangs to
work two ships that were in dock at OICT this evening (including the Zim Piraeaus) the ILWU
was not able to muster enough labor to fill even one of these work units which would
have allowed for the processing of any containers on any of the ships.
We will continue to explore every opportunity for continued dialogue with any and all
stakeholders in order to ensure that commerce can be conducted in a safe and efficient
manner at the Port of Oakland.

Good morning,

The Oakland Police Department responded to a few dozen protestors this morning in the
seaport area. Three arrests were made of individuals who were blocking the labor
entrances. A few members of the ILWU union are refusing to enter the terminal due to a
perceived health and safety issue because of the presence of law enforcement safeguarding
the terminals. Only a few protestors remain.

Unfortunately, the labor order to work the ZIM vessel was not filled by ILWU this morning.
The ZIM vessel will remain alongside the berth until the terminal operator determines if
labor can be ordered and filled for this evening.

We will continue to monitor social media platforms to see if there are additional calls for
protests such as we saw last night.

Dear Maritime Stakeholder:

As of 8:00 AM today, a small group of protestors (fewer than 10) is in the Port's
Maritime area (seaport) at the Oakland International Container Terminal
(Berths 55-59) - OICT. There are no protestors anywhere else in the seaport.
Law enforcement is on-site and traffic is able to enter the OICT. All other
terminals are operating normally. We will keep you updated.
