THE UDHR IS NOT A TREATY. IT HAS NO OBLIGATORY CHARACTER BECAUSE IT WAS ADOPTED BY THE UN GA AS RESOLUTION 217A (III). AS A RESOLUTION, IT IS MERELY RECOMMENDATORY.
