Do you have a student who:

failed to enroll or register for school for any reason?
cant get to school for lack of transportation?
has overcrowded classes (larger than 33) in key subject areas?
has new substitute teachers every week?
assigned to a split grade?
lacks arts, foreign language, gifted programming?
lacks a full-time guidance counselor to help with transitioning grades
