10 Notes on Good Governance Implementation
According to Paul Herbert Oquist, Ph. D. as to his 10 Notes on Good Governance
Implementation Policy and institutional analysis must be combined because policy without institution
is difficult to implement, rarely successful and never sustainable. This is very true because policy and
institutional analysis are interconnected with each other so that the realization of goals that has been
set is attainable. The absence of one would result to failure.
Another important note that caught my attention regarding bureaucracy as it creates networks
which is result oriented. These networks work best when they are accompanied by political will and
commitment at the highest decision-making level, are only used for top priority issues that must be
accomplished and those that are so multi-sectoral and remain for several iterations of the policy
process.
Another significant in his notes how he viewed information as basic raw material of governance
in all institutional and organizational forms.
Then learning experiences is a term preferred to best practices because of the prescriptive
nature of the later term.
The presence of these elements constitute a good governance.
