SUGGESTED SOLUTION
Damage and destruction to homes caused by
strong winds and flooding from heavy rain and
storm surges was an immediate driver of initial
displacement. Where destruction is widespread and
homes are rendered uninhabitable, housing and
land issues are central to sustainable settlement
options- though they cannot be divorced from other
keys to durable solution, including access to
livelihoods and basic services.

It is to be noted that progress towards
sustainable solutions for displaced men,
women and children is key to the
recovery and resilience of both the
displaced and wider affected
population.

THE LOCAL CHURCH
FIRST PHASE:
EMERGENCY RESPONSE

Provide for the basic needs of the affected.
! 3,000 food packs were distributed, by means of
the generosity of the Diocese of Naga.
! 9,000 non-food item packs containing wash kits,
thermal kits, and kitchen utensils were also given
to the typhoon-affected communities.
! Aside from survival packs, unconditional cash
grants amounting to PHP 2.5 million benefited
3,500 families.
! Materials for backyard farming containing seeds
and equipment were allocated for 2,250 families.

from the Diocese of Taichung,
through the Most Rev Martin Su
Yao-Wen.
SECOND PHASE:
RECOVERY AND REHABILITATION
PROGRAM

started last April 2014 and will continue
for the next three to five years
SECOND PHASE:
RECOVERY AND REHABILITATION PROGRAM
endeavors to provide:
1. Transitional shelters for seven hundred eighty (780) households
2. Full latrines for six hundred (600) households
3. Fishing boats and gear for three hundred eighty (380)
fishermen
4. Farming implements and seedlings for four hundred (400)
beneficiaries
5. Poultry animals for three hundred (300) beneficiaries
6. Alternative livelihood opportunities such as small businesses to
two hundred forty (240) beneficiaries
7. One hundred (100) hogs and one hundred (100) goats for
different organized household groups.
Currently

! One hundred eighty (180) transitional shelters
have been built through the combined efforts of
the Diocese and Don Bosco in barangays in the
municipalities of Mercedes and Salcedo.

! Moreover, materials for building transitional
shelters were provided to every household in
seven (7) barangays in the municipality of
Balangiga.
! For livelihood, one hundred sixty (160) fishing
boats were distributed in the different
municipalities of the province.

! Aside from implementing programs to rebuilding
the lives of those affected by Typhoon Yolanda,
the Diocese will also conduct interventions for
building disaster-resilient communities. It will be
conducting leadership development programs for
community leaders, strengthening capacities of
community organizations such as livelihood
associations and sector groups, and supporting
parish efforts.

The Diocese of Borongan has continued its anti
human trafficking efforts, along with its projects on
rehabilitation and recovery, to ensure the protection
and dignity of its people.

FORUM ON HUMAN TRAFFICKING
In line with its call to protect the dignity of all human persons,
especially the vulnerable sectors of society, anti-trafficking is one the
primary advocacies of the Diocese of Borongan in its social action
work. The Diocese will continue its efforts to make sure that their
mission to protect the vulnerable will be accomplished.
