EXECUTIVE SUMMARY:
On August 22, & 29, 2014 staff advertised the various Boards and Commission for terms ending
on October 31, 2014; we received 11 applications.

On September 25, 29 and 30, 2014, Mayor Burnett and Mayor Pro Tem interviewed 10 applicants
for various positions on the Citys Boards and Commissions. One applicant could not attend
interviews.

Community Activities & Cultural Commission
Two (2) vacancies will expire October 2014; Dixie Dixon and Judy Refuerzo.
The Community Activities and Recreation Commission shall consist of five (5) members, each to whom
shall be appointed to serve a four-year term. A majority of members of the Community Activities and
Cultural Commission shall be residents of the City, and the remainder may be residents of the Citys sphere
of influence. The Community Activities and Cultural Commission shall be organized and exercise such

Harrison Memorial Library Board of Trustees

One (1) vacancy will expire October 2014; Glen Mozingo.
The Harrison Memorial Library Board of trustees shall consist of five members, each of whom shall be
appointed to serve a three-year term as designated by statute.

At least three members of the Library Board of Trustees shall be residents of the City, and no more than
two members shall be residents form the Citys adopted Sphere of Influence.

Historic Resources Board

The Historic Resources Board shall consist of five members, residents of Carmel-by-the-Sea, and appointed
by the City Council. In the event that no elector with the required expertise can be found, the appointee
may be a resident outside the City limits. In any event, a majority of the Board shall at all times be
composed of electors of the City. All members shall serve at the pleasure of the City Council. An7
member may be removed from the Board upon a majority vote of the City Council.

Subject: Reappointment to the Community Activities & Cultural Commission
Dear Honorable Mayor and Honorable Members of the City Council:
I wish to express my interest in continuing to serve on the Community Activities and
Cultural Commission. I was appointed to the commission in March of 2013 and
began my service in April of 2013, as a replacement commissioner. In serving only
half a term it feels like I just got started understanding how-the commissions and
commissioners work together, with the City and with the community.
I was initially interested in the CACC, when I was on the Ad Hoc committee for the
"Carmel Outdoor Happening" - which eventually became the farmers market The
market was passed on to the CACC and it was up and running. Now it seems that
there is another Ad Hoc committee and it will be passed back to the CACC again. f
really want to have the chance to be involved and have a successful resolution for
the farmers market and our community. The City has also started to widen the
CACC's scope of responsibility and I would like the opportunity to expand on some
of the commission's duties.
I truly love our "village in the forest by the sea" and want to ensure that it remains
the special place it was and is: a great small city, a romantic city, a destination c i t y ~
fu11. of restaurants, a great beach; very dog friendiy, with art, and cul-ture, and af
course quirky. I am on the board of the Carmel Residents Association and volunteer
for many of the events that are held in our City each year. Many of my friends often
ask me why I want to be on the CRA board or the CACC and my reply is always the
same: "be the change that you want to see". It's easy to sit back and complain! but if
you really care and want to make a difference, get up and go do it. It's not easy and it
-may be a-long time before you make any headway, but if it's important to you, it's
worth it.

Library Board of Trustees application
Robert Irvine
I think of the Harrison Memorial Library as the very hub of
Carmel- by- the- Sea. Patron visits alone-more than 100,00 per
year-seem to bear that out. One of the first things I did when
moving here 30 years ago was to obtain a library card. Since then
I've backed the library financially, both as a Maybeck donor and a
member of the Sterling Circle. My wife and I also contribute
regularly to the Carmel Public Library Foundation.
I was a member of the library's Board of Trustees from 1997
to 2011 . During that time I missed only one meeting due to
surgery. I know the staff personally and have accumulated a
great deal of institutional memory.
In 1991, when the library's book budget was at an all-time
low, I arranged for world-famous authors, including Clive Cussler,
to attend the Authors-by-the-Sea lecture series, which raised
more than 10-thousand dollars for books.
I've spent much of my life involved in art, literature, and the
written word. I have a degree in Art History and Anthropology
from UC Berkeley. I've been a newspaper reporter, radio news
producer, TV news writer, producer, and news director . I've
published 21 novels and numerous short stories.

Robert Irvine
After graduating from the University of California at
Berkeley, Irvine spent two years as a Counter I ntelligence Agent
in the U. S. Army. (1959-1962)
He then went to work as a n ewspaper reporter at the
Huntington Park Daily Signal, and later at the Hollywood Citizen-
News where he became LA City Hall Bureau Chief. (1962-64)
After that, he moved on to television, working as a writer and
assistant as s ignment editor at KTLA, Channel 5, in Los Angeles .
(1964-65)
Next came radio, first as a producer and then News Director
at KNX/CBS Radio in Los Angeles, where he instituted the all-
news format . ( 1966-68)
After radio, he went back to television to become News
Director at KABC in Los Angeles. (1968-71). Also at KABC, he
produced Ralph Story's AM Los Angeles .
In 1972 he left television to begin writing and quickly sold
four novels before returning to TV to write both the pilot and first
year of Two on the Town with Connie Chung and Steve Edwards
for KNXT/CBS in Los Angeles .
Since then, he's published a total of 16 novels under his own
name.

Statement of Interest
Our family has deep roots in this community dating back more than fifty years, and we
have all long had a passion for libraries and history. Since moving here with my husband
and two small children nearly ten years ago, we have been the beneficiaries of Carmel' s
amazing libraries. My kids, now ages 10 and 11, have grown up at the Park Branch
progressing from picture books such as The Very Hungry Caterpillar, through early stage
reading in the Magic Tree House series, and now on to young adult fiction such as
Redwall. We have listened to books on tapes, borrowed digital books, checked out
movies, and I have often found a quiet place to read in or write in the Main Branch.
Now, I believe it is my turn to give back by offering to service on the Board ofTrustees
and help guide this community treasure into the future.
Statement of Qualifications
Strong interest in the Carmel libraries and their future as indicated above.
Community parent with children that utilize the library.
Excellent written and verbal communication skills. My day job involves writing
articles, books, and legal briefs. I also have strong public speaking skills and have
given presentations around the country to groups that range from 10 to more than
1000 people.
Good organizational skills.
Ability and willingness to fundraise, and an understanding of budgets and business
operations. Through my work I have had to do all these things to support a small,
non-profit organization. I have done a little of everything from fundraising and
administering grants to balancing budgets and marketing.
Experience working with volunteer organizations. I have previously and continue to be
a part of other volunteer boards.
Ability to work with others on the Board, in city government, and in the community. I
am able to work through problems with people, and also recognize that sometimes
people just disagree. In my work on consumer credit issues, I have developed many
friendships with those that represent creditors on the other side. While we may
disagree as to substance on a particular issue, we all want to maintain the integrity of
the system. As a result, we remain courteous and professional towards each other,
and even enjoy a meal together occasionally.

Of Counsel (2005 to present)
Advocate on behalf of low-income consumers with a focus on consumer credit, bankruptcy
and sustainable homeownership. Responsibilities include writing practice guides, drafting
and reviewing legislation, teaching consumer law, bankruptcy and foreclosure defense to
legal services, private and government attorneys and other advocates around the country.
National Consumer Bankruptcy Rights Center
Project Director (2011 to present)
Manage all aspects of this newly formed 501 (c)(3) organization that focuses on preserving
the rights of consumer bankruptcy debtors. Responsibilities include writing briefs submitted
to Circuit Courts of Appeals, District Courts, and Bankruptcy Courts; managing additional
brief writers; coordinating pro bono assistance; following judicial trends in bankruptcy law;
developing an appellate strategy to respond to such trends; and, responding to individual
requests for assistance.

Direct amicus project for national non-profit organization. Duties include writing amicus
briefs submitted to various appellate courts, following judicial trends, and responding to

Co-principal investigator with Professor Katherine Porter (University of California, Irvine)
in study examining the intersection between homeownership and bankruptcy. The project
was fully funded by the Endowment for Education of the National Conference of

In light of the expiration of my term as a member of the Historic Resources Board and the
scheduled vacancy on the Planning Commission in October, my desire to serve the City and its citizens as
a planning commissioner, and my interest in continuing to serve as a member of the Hi storic Resources
Board, I have enclosed my Board & Commission Application for your review.
I am especially interested in serving the City of Carmel-by-the-Sea because I have lived in and
loved the City for 14 years. I am a civic-minded citizen: I have greatly enjoyed serving as a member of
the Historic Resources Board for the last four years and want to give more of my time and energy and
expertise in service to the City. There is nowhere I would rather live than Carmel-by-the-Sea, and I want
to help make our little village an even better place for people to call home for generations to come.
I am ideally suited for the position of Planning Commissioner because I am a licensed attorney
and my legal training will enable me to help the Planning Commission give due consideration to relevant
laws during its deliberations. As a longtime resident and non-business owner, I will bring a unique
perspective to the Planning Commission that seeks to preserve and enhance Carmel-by-the-Sea as
"primarily, essentially, and predominantly a residential City" and that complements the personal and
professional perspectives of my fellow Commissioners.
I greatly enjoyed meeting you and Councilwoman Beach when I interviewed for the Planning
Commission vacancy back in June. I hope we can meet again to discuss the possibility of my serving the
City as a Plruming Commissioner or, in the alternative, continuing as a Member of the Historic Resources
Board. As I said when we met in June, I am happy to serve the City in whatever capacity you and the
City Council think best.

Reason for Interest in the Position: I was born and raised in Carmel, and as such, have possessed a lifelong
interest in the character of the community and how it relates to planning. After being away for 15 years I moved
back this year in order to raise my children and serve in the community that I have loved and missed for so
long. To me, the planning and review function of the City is one of the most critical mechanisms for preserving
the unique and beautiful residential character of Carmel for generations to come.
Statement of Qualifications for Position: I am qualified for the Planning Commission for the following reasons:
1. Carmel is in my blood. I grew up here and the significance and uniqueness of this place is imprinted on me.
2. My experience working for the City Forestry department (summers of 1991 & 1992) conducting the City's
annual tree survey taught me the importance of a healthy forest for Carmel. 3. My experience in developing
architecturally sensitive mixed use projects for Universities around the country gave me day to day experience
with the power that design and planning have on place-making in general. 4. I have 13 years' experience
reviewing and visualizing architectural plan sets. 5. I have a passion for how the interaction of Carmel's built
environment and the forest has made it one of the most beautiful and special places in the world. 6. I have
consistently demonstrated my care for the environment in my professional life through the businesses I have
owned and operated, which reflects the ethos of Carmel and the greater region.

Planning Commission Application
I am writing in regard to my application for the vacancy on the Planning Commission. I was born and raised in
Carmel, and as such, have possessed a lifelong interest in the character of our community and how it can be preserved for
the future.
After attending Carmel River School, Carmel Middle School and Carmel High School, I moved away to further
my education, which included 8 years of undergraduate and graduate study. After my education I moved back to the area
in 1998 for a year and then moved to the Washington DC area in 1999. Last year I purchased a home on Dolores Street in
anticipation of moving back, which I did in June ofthis year. I have loved Carmel since my childhood and have missed it
for the last 15 years. And so I moved back in order to serve the community and raise my children in the unique place and
way that I was raised.
To me, the planning and review function that is embodied in the Planning Commission's role is one of the most
critical mechanisms for preserving our unique and beautiful place for future generations. The following highlights capture
why I am qualified and would be an asset to both the Planning Commission and the City of Carmel-by-the-Sea:
For two summers (1991, 1992) I worked for the Carmel-by-the-Sea Forestry department. It was there that I frrst
became aware of the vital role a healthy canopy plays in maintaining our distinct place. The primacy of the forest
is the cornerstone of Carmel ' s aesthetic sensibility.
As an aide to a democratic Congressman in 1999 I was responsible for studying environment and housing policy
issues in the United States. While reading The Geography ofNowhere during my tenure there, I recognized that
growing up in "the village in the forest" had instilled a deep sense of place in me and I became passionate about
the way architecture, planning, design and place interact.
This passion led me to work as a consultant for the next four years following my stint on Capitol Hill, helping
universities develop their unique sense of place. Specifically I helped conceptualize, and in some cases develop,
more than 25 architecturally appropriate buildings, with a focus on mixed use development.
In 2005 I served as my own General Contractor for my first restaurant, an environmentally sensitive, organic,
grass-fed hamburger restaurant. Over the next 9 years I served as the President and CEO and developed over 40
restaurants. One of those was one of the frrst LEED certified restaurants (in our restaurant category) in the United
States.
In 2007 I requested and was granted the right to start the nation's frrst and largest all hybrid taxicab company
( enviroCAB) in Arlington VA. After demonstrating the feasibility of hybrid taxicabs (which was a controversial
and novel idea back in 2007) Arlington County began requiring its taxicab operators to use energy efficient
vehicles and enviroCAB/Arlington County became a model for similar jurisdictions around the country.

protect and preserve what keeps Carmel special.
I grew up in Carmel-by-the-Sea, attended Robert Louis Stevenson High School, and
have spent most of my life here. My family has had a home here for more than 40
years. As a long time resident, I am familiar with the town, its houses and buildings.
Along with local and regional California history, I am interested in historic
preservation. I am a member of the California Preservation Foundation, the
California Historical Society, the Carmel Heritage Society, where I serve on the
advisory board, and the Carmel Residents Association.
In doing research for my local history books, Carmel-by-the-Sea, The Early Years
(1903-1913) and Carmel-by-the-Sea, The Growth Years (1913-1943), I have become
knowledgeable about many of the builders and architects in Carmel-by-the-Sea and
their works, along with the different architectural styles and the corresponding time
periods. During my research, I learned that our house was built by one of Carmel's
long-time, well-respected builders, Jon Konigshofer (1906-1990). After a lengthy
process, the house was added to the city's Historic Inventory. This experience gave
me a better understanding of the criteria for historic designation, and even more
appreciation for the importance of the honor.
Of all of Carmel-by-the-Sea's Boards and Commissions, I believe the Historic
Resources Board is the one I would be able to contribute the most to and best utilize
my knowledge and expertise. I feel passionately about the issue of historic
preservation. My familiarity with Carmel-by-the-Sea, its history, and architecture,
would distinguish me as a unique candidate for this position.
