The way this is to be sent is that ultimately the papers are to be enclosed in the priority mail envelope

and sealed. It is scanned in as received by the USPS and then scanned as received by the customer. This
was passed on by those using this exact same procedure in Pennsylvania and Idaho with the USPS.
Therefore although somewhat unusual, it is within the boundaries of the DMM.
1) The papers/letter is tri-folded and the sending address and the return address are printed on
the blank side of the tri-fold (an actual envelope is not used/needed because this will be
placed inside the windowed priority envelope.
2) The registered mail label is placed on the letter (addressed side) as if it were the envelope
(going into the windowed priority envelope as per DMM 2.3.5). Stamps, not a meter strip are
placed on it and hand cancelled to pay for the registration itself. The Registered Mail receipt
PS form 3806 is processed at this time.
3) After that is done, the letter is placed into the priority mail envelope so that the addresses
and the registered mail label are showing through the window. The Priority mail windowed
envelope is then closed.
4) The priority mail windowed envelope is then sealed with the security tape (as required by the
DMM) and the green card is placed on the back of the priority mail windowed envelope
restricted delivery, registered (which has already been paid for) and insured. Stamps are
placed on the priority mail envelope for the remaining amount.
5) The postal service then scans it all into the system.
6) After it has all been paid for; the green card, form 3811 form is then removed, and the
package is signed for and scanned as received by customer and I walk out with it in my hand.
Transaction completed.
I (Gary Darby) have scanned and studied the DMM quite thoroughly and I cannot find anything that
indicates that this cannot be done in this way. No lose pages are going through the system, everything
is properly sealed in the priority windowed envelope as per DMM, the registered mail is scanned in as
accepted and scanned as received by the accepting party; the accounting is correct and balanced
everything is covered as required by the DMM and the USPS.
