2013 Clearance Rates for crimes in Blount and surrounding counties

In the Criminal Justice system, a Clearance is a measure of law enforcement activity
whereby enough evidence is found to charge a suspect and take him into custody (an
arrest) or when a crime is solved but no formal charges are brought against a suspect
(clearance by exceptional means). The clearance rate is achieved by taking the number
of offenses and dividing that number into the number of clearances. Clearance Rates
are used by various groups as a measure of crimes solved by law enforcement.
