CNVP is continuing its programme in the Balkan. The forestry programme is
consolidating and two large forestry projects started with Swedish Development
Cooperation in Albania and Kosovo.
This is our second CNVP newsletter SPROUTS. This edition gives some of the
highlights and results coming from our work from several of our projects.

REDUCING
EROSION
In Ulza, Albania
Erosion is a huge problem in
Albania and leading to high rates
of sedimentation in lakes and
reservoirs used for producing
hydropower. This is also the case
in Ulza. The bathymetry and the
level of sedimentation is assessed
for Ulza. It shows a high level
of sedimentation reducing the
lifespan of the reservoir and
capacity for producing hydropower.
Forests are providing ecological
services. Many of those are
crucial and important and often
these services give benefts to
others than the actual forest
owner or user. This is in general
well accepted. The problem
concentrates in quantifying and
valuing these services.
Within the World Bank PROFOR
project (www.profor.info) that
CNVP is implementing with
experts from the Forestry Faculty
of Skopje and the Federation of
Communal Forests in Albania a
study is prepared, quantifying the
infuence of Sustainable Forest
Management on erosion in the
Ulza Watershed in Albania.

The study is ongoing and includes
erosion risk mapping in the Ulza
watershed to identify the areas
with high erosion risk that will
need specifc care. Based on the
outcomes the measures can be
proposed to improve watershed
and land management.
With quantifcation of erosion
and specifc measures for land
use measurement a system of
payment for ecosystem services
can be set up. Downstream water
users, such as the hydropower
company can potentially contribute
to pay for measures reducing
erosion and assuring sustainable
land management.

CNVP with its partners carried out
for two years measurements on
erosion, monitoring for different
land use practices. This was done
in 45 feld plots.
The results quantify the difference
of erosion under different land
uses. Well managed forest next to
proper grasslands give the best
results with the lowest amounts of
erosion.

PROMOTION AND
AWARENESS ON PEFC
Programme for the Endorsement of Forest Certifcation
this campaign several stakeholders
meetings were organized where
CNVP advisors have presented
global developments of forest
certifcation, PEFC forest
certifcation procedures and
criteria for Sustainable Forest
Management and the recently
published PEFC Chain of Custody
Standard. The Chain of Custody
Standard was especially interesting
for the wood exporters since
Starting from March 2013, EU
importers of wood products shall
respect the provisions of EU
Timber Regulation No 995/2010.
It will infuence the export of wood
products from the Region on EU
market. Any operator who places
timber or timber products on
the EU market need to be able
to show its origin and that it is
harvested in a legal manner.
Based on the interest in the
forestry, forest related industry
and wider public about forest
certifcation and consequences
from the implementation of the EU
Timber Regulation towards wood
related industry, CNVP Foundation
and PEFC decided to implement
promotional and awareness
campaign in the countries from
the Region: Albania, Macedonia
and Kosovo. In the framework of

With the promotional and
awareness activities in the Region,
the level of knowledge and interest
amongst forestry stakeholders
is higher. As continuation to this
activity, with support from Ministry,
the Forestry Sector in Macedonia,
State Forest Company and
Private Forest Organization, CNVP
Macedonia have submitted and
won project Design of Macedonian
Certifcation System for
Sustainable Forest Management
fnanced by the PEFC Collaboration
Fund. The project activities started
in July 2014 and will last for a
period of 2 years.
it is fulflling the requirements
of EU Timber Regulation. The
implementation was supported
with info materials, such as
translation of the PEFC Chain of
Custody Standard, promotional
brochure for PEFC forest
certifcation and CDs with all
standards, guidelines and steps
for development of national forest
certifcation scheme. In addition,
for the members of the Private
Forest Organization in Macedonia a
feld practice was implemented to
assess current forest management
practice in private forests towards
PEFC requirements for SFM. As
fnal activity a regional workshop
was organized in Skopje where
forestry stakeholders from
the region were able to hear
and discuss about the issues
in the region related to forest
certifcation.

Strengthening Sustainable Private and Decentralized Forestry
The project Strengthening
Sustainable Private and
Decentralized Forestry (SSPDF)
has its main focus on improved
management of decentralized
forests and sustainable
management of private forests in
Kosovo as well as the production
of wood biomass for renewable
energy.
Main partners are the associations
of private forests owners, selected
municipalities, the Kosovo Forest
Agency and related ministries.

The project will:
Support municipalities in increasing their capacities
for joint forest management, facilitate policy dialogue
and strengthen the implementation of innovative
forest management practices, as foresees the forest
sector strategy 2010-2020.
Continue working and strengthening the national
and 16 existing local associations of forest owners
and extend their networks in Kosovo, for improved
service delivery in private forest management to
improve sustainable private (family) forestry.
Continue focus on strengthening womens
role related to their family forest development,
agroforestry and rural development.
Support use of wood biomass as a source of
renewable energy. Wood biomass will have better
institutional recognition in the Kosovo energy sector,
in overall national planning, in forestry, energy and
rural development policies and in actual practice of
production and use of wood biomass.
Contribute to a greener Kosovo by turning the
actual problems of degraded forest from illegal
logging in solutions for better employment and
incomes generation for local community.
The fnal benefciaries, private (family) forest owners
and local community in target Municipalities will be
involved in project activities such as:
joint forest management demonstrations in public
and private forests
innovative heating system implementation
seminars
feld trips
workshops
The project will be implemented by CNVP in the
period of August 2014 until July 2018, with fnancial
support from the Swedish Development Cooperation.

The project "Strengthening Sustainable Private and Decentralized Forestry" (SSPDF) has its

CNVP continues to support NAPFO (National Association of Private
Forest Owners) in its efforts to improve private forests management
in Macedonia, within the frame of Sida forestry project. To continue
improving the services provided to private forest owners, CNVP in
cooperation with MAFWE (Ministry of Agriculture, Forestry and Water
Economy) agreed that support is needed in proper recording of provided
services.
Licensed forest engineers that provide marking services to private forest
owners are obliged to fulfl long chain of procedures and documentation.
This is slowing down the work and not providing an overview for all given
cutting permits. To simplify this system, increase transparency and have
evidence that provided services are conducted properly to private forest
owners, a web-based system has been developed. CNVP Macedonia in
consultation with licensed forest engineers and NAPFO engaged an IT
company to develop a web application. The application is user-friendly
keeping record of information such as: cadastre parcel, owner, age of
forest, tree species, silvicultural measures to be conducted, allowable cuts
in the next 10 years and other data requested by the forest legislation.
Each licensed engineer is obliged to use the application after receiving
access by directly uploading data about his given permits.
The application is owned and administered by the MAFWE. It is placed
on the MAFWE website so the Ministry forestry inspectorate can easily
facilitate monitoring and control of management in private forests.
Continuous use of this application in future should give valuable data base
for private forests in Macedonia that can be used for improvement in
planning and management of private forests in general.

Forests for Local Economic Development (FLED)

Forests for Local Economic
Development (FLED) is a
project relating to a collaborative
program of communal forests and
pastures with capacity building
and organisational strengthening.
It is consolidating, replicating and
building on earlier programmes of
the forestry and natural resource
sector in Albania.
The project will be implemented
by CNVP in the period of August
2014 until July 2018,
with fnancial support from the
Swedish Development
Cooperation. Main partners are the
Federations for Communal Forests
and Pastures at national and
regional level, selected communes
and Forest and Pasture Users
Associations. A close cooperation
will be undertaken with the State
Forest Extension Services and
the Ministry of Environment.
Project benefciaries are people

The project will:
Improve decentralised Communal Forest and Pasture management and
secure property/ user rights in existing and new target communes;
Enhance relevance and sustainability of FPUAs (Forest & Pasture User
Associations), Regional Federation and National Federation;
Further develop and strengthen the NTFP (Non-Timber Forest
Products) production and marketing;
Strengthen the multi-objectives forest management approaches (incl.
wood biomass for renewable energy and carbon sequestration) and
increase understanding and acceptance to stakeholders, in particular of
policy makers and regulators;
Strengthen the institutional, policy & legal framework for communal
forestry with special attention to governance principles such as:
accountability, transparency, rule of law and participation/ social
inclusion.
