What does generate mean? What does assess mean? After selecting and defining a problem to work on, the next step in problem solving is to identify possible solutions, and brainstorming is how we accomplish this.
Once the team or individual has decided the what should be model, this target standard becomes the basis for developing a road map for investigating alternatives. If we focus on trying to get the results we want, we miss the potential for learning something new that will allow for real improvement. I want to take a job, but I dont have the transport to get there and I dont have enough money to buy a car. This section of the problem solving is where you investigate the various factors about each of the potential solutions.* Basically you need to identify and compare their relative values. This information must be recorded and presented in a meaningful way to aid comparison. Solutions which don't meet the restrictions of the situation must be rejected. Before you accept a solution you must decide if any associated risks are acceptable.
