    To assist in the deliberations at our next Draft Committee meeting, I reviewed Janet’s last draft and made slight clerical 
    corrections in the process and some notes.  See attached.  I also want notify you of the following questions I will raise at 
    our next meeting: 
     
    1) Dismissal of Chief Administrative Officer:  Should we delete the requirement that the Council approve the 
    Mayor’s decision to dismiss the CAO?  A new CAO can only be hired with Council consent.  Is this sufficient and 
    more appropriate to the anticipated role of the Mayor?   
    2) Dismissal of General Council:  Should the Mayor be able to dismiss with or without cause BUT with Council 
    approval? 
    3) Should 5.12(c) be modified to add the reappointment condition? 
    4) Section 6.08G:  Should this be a function of the Budget Analyst. 
    5) Utility Authority:  Should we maintain the name, Emerald Coast Utility Authoridy?
