I. Introduction
Enhancing the uality o! basic education in the Philippines is urgent and critical.
Thus" #e ha$e to co%e up #ith a proposal to enhance our basic education progra%
in a %anner that is least disrupti$e to the current curriculu%" %ost a&ordable to
go$ern%ent and !a%ilies" and aligned #ith international practice
The poor uality o! basic education is re'ected in the lo# achie$e%ent scores o!
(ilipino students. Many students #ho )nish basic education do not possess su*cient
%astery o! basic co%petencies. +ne reason is that students do not get adeuate
instructional ti%e or ti%e on tas,. The -ational Achie$e%ent Test .-AT/ !or grade 0
in S1 222342212 passing rate is only 03.215. Although this is already a 265
i%pro$e%ent o$er the S1 222742220 passing rate" !urther re!or%s are needed to
achie$e substantial i%pro$e%ent. The -AT !or high school is 60.895 in S1 22234
2212" a slight decrease !ro% 6:.625 in S1 222942223.
Education euips an indi$idual #ith the necessary ,no#ledge and s,ills he;she
needs to beco%e a !unctional %e%ber o! a society. According to the <orld =an,"
education can also be one o! the strongest instru%ents !or reducing po$erty"
thereupon i%pro$ing the #ell4being o! the people. >o#e$er" to establish and
%aintain a high4uality education syste%" proper in$est%ents %ust be %ade.
In the Philippine conte?t" education re%ains a top priority. @espite the $arious
de$elop%ent plans and proAects !or%ulated by the go$ern%ent and di&erent
sectors" the uality o! Philippine education still lea$es %uch roo% !or
i%pro$e%ent.As part o! the e&orts o! the present ad%inistration to respond to the
percei$ed needs o! the education sector" the @epart%ent o! Education .@epEd/ had
pushed !or the i%ple%entation o! the BEnhanced K to 12 =asic Education Progra%.C
