I came in too late to fully understand what the trigger actually is, but
it sounds to me like it's tied to a number. The group of scientists
that met in D.C. was fairly clear that they wanted a change in abundance
as a trigger rather than any absolute number -- this was due to a paper,
I think by Pamela Mace, that showed/indicated that absolute numbers
weren't nearly as useful as a decline. Anyway, just a concern.
