Banswara district under Project Golden Rays Rajasthan of RKVY Programe.

Golden Rays Rajasthan 2009 project was executed in Kharif 2009 in Banswara and
Udaipur district after approval of the same in the IVth SLSC meeting held on 24-6-2009.
Under this project, Monsanto Hybrids Dakalb Prabal and Hishell were taken up and as per
report from the districts; both the hybrids have performed very well giving nearly double the
yield over the other hybrids prevalent in Banswara district.
Looking at these encouraging results and need to increase productivity of Maize Crop
on the fields of tribal farmers of Banswara district, it has been decided to extend this project
in Rabi 2009 season also, as per decision taken in the meeting held in the chamber of
Principal Secretory Agriculture.
Therefore you are request to supply 56 MT of Dekalb 900M Gold Hybrid Maize to
Banswara amounting to Rs.76.72 lacs as per the aggreed terms and conditions at destinations
as to be indicated by Dy. Director Agriculture (Ext.), Banswara.

Rashtriya Krishi Vikas Yojana (RKVY / NADP)

Concerned by the slow growth in the Agriculture and allied sectors, the
National Development Council (NDC), in its meeting held on 29 th May,
2007 resolved that a special Additional Central Assistance Scheme
Rashtriya Krishi Vikas Yojana (RKVY) be launched. The NDC resolved
that agricultural development strategies must be reoriented to meet the
needs of farmers and called upon the Central and State Governments to
evolve a strategy to rejuvenate agriculture. The NDC reaffirmed its
commitment to achieve 4 percent annual growth in the agricultural
sector during the XI Plan. RKVY is to incentives States to draw up plans
for their agriculture sector more comprehensively, taking agro-climatic
conditions, natural resource issues and technology into account, and
integrating livestock, poultry and fisheries more fully.

Objectives -

(i) To incentivise the states so as to increase public investment in

Agriculture & allied sectors.
(ii) To provide flexibility and autonomy to states in the process of
planning & executing Agriculture & allied sector schemes.
(iii) To ensure the preparation of agriculture plans for the districts and
the states based on agro-climatic conditions, availability of
technology and natural resources.
(iv) To ensure that the local needs / crops / priorities are better
reflected in the agricultural plans of the states.
(v) To achieve the goal of reducing the yield gaps in important crops,
through focused interventions.
(vi) To maximize returns to the farmers in Agriculture and allied
sectors.
 (vii) To bring about quantifiable changes in the production and
productivity of various components of Agriculture and allied
sectors by addressing them in a holistic manner.

Assistance under RKVY is available in two categories:

Stream-I - For new interventions proposed by the Districts on project
basis.
Stream-II - For meeting the additional requirements of the Districts for
ongoing approved activities.

So far, four SLSC meetings have been held under the Chairmanship
of Chief Secretary, GOR. 3 SLSCs were held in 2008-09 and 4 th SLSC was
held this year on 24.6.09 in which project proposals of Rs.146.72 crores
were approved for different departments. Looking to the availability of
funds / releases from GOI, total projects of Rs.146.72 crores were
approved and administrative approval the same has also been issued vide
letter No.F.1-1/2009-RKVY dated 21.6.09 by GOI. On receipt of GOI
funds in State Government account, administrative and financial sanctions
have been issued for Rs.71.03 crores so far.The funds for autonomous
bodies are in process of transfer as per the revised format issued by
Finance Department.

The projects sanctioned during 2007-08 & 2008-09 for Rs.300.55

crores are at different levels of implementation.
