TRAFFIC DELAY MEASUREMENT: WEBSTERS DELAY MODEL

STEP 1: DETERMINE THE TYPE OF DELAY


V/C
where V = approach rate (veh/h)
C = (1800 x no. of lanes) x (total green light period / total period)
If:
V/C < 0.85, refer uniform delay
0.85 < V/C < 1.0, refer random delay
V/C > 1.0, refer overflow delay
UNIFORM DELAY
Delay per vehicle (secs/veh), D = (C/2) x [(1 g/C)^2] / (1 V/S)
Where C = longest red cycle length
g/C = total green light period / total period
V = approach rate (veh/h)
S = saturated traffic flow, (1800 x no. of lanes)
RANDOM DELAY
Delay per vehicle (secs/veh), D = 0.90 (UD + RD)
Where UD = uniform delay formula
RD = (X^2) / [2V (1 X)]
where X = V/C (from step 1)
V = approach rate (veh/secs)
OVERFLOW DELAY
Delay per vehicle (secs/veh), D = UD + OD
Where UD = uniform delay
OD = (T/2) x (V/C 1)
where T = total period (secs)
V/C = value from step 1
