SUBJECT

UNIFORM REPLACEMENT
RELOCATED TREES

RATIO

FOR

CUT

OR

For uniformity of application of regulations pertaining to the replacetnent ratio for cut
or relocated trees, the following specifications are hereby issued:

I . 'I'ree cutting permits covered by exemptions under "similar activities" of Section No.
2, Item 2.2 of Executive Order No. 23 shall be governed by the Memorandum fro111
the Executive Secretary dated 20 October 20 1 I , or a replaccment ratio of 1 :1 00.

2. A11 tree cutting permits excluded in the said Memorandum dated 20 October 20 1 1
shall be governed by the following:
2.1 NO replacements shall be applied to planted trees within private lands and forest
lands e?cclusively established for tree plat~tationsltimberproduction purposes;
2.2 For planted rrccs in private and forest lands not covered under item 2.1 tree
replacement shall be 1:50 while naturally gl+otvingtrees on the same areas,
including thosc affected by development pruiects shall have 1:100 ratio in
support of the National Greening Program (NGP) and clirt~atechange initiatives
of the Government; and

In order to facilitate the implementation of tree replacements, seedling donation


and identification of c o m m o n planting sites shatl be encouraged for more impact,
especial l in iirban areas. Planted trees removed shall be replaced preferably
with indigenous tree species while naturally growing trees shall be strict]?
replaced with indigenous tree species. All donated seedl i rlgs shall be properlj
recorded and turned-over to the C EN RO concerned with jurisdiction over the
area i+hile tree planting sites shall be delineated nn he ground with the
corresponding technical description and map using GPS for ease of monitoring
and evaluation purposes.

3. A11 orders, circulars and/or instructions inconsistent llerewith are hereby rcpealed
andlor modified.
