SFWD History

San Francisco Water District was born on June 6, 1988 thru the effort and initiative of the
Provincial Officials then. Its existence was formally recognized by the Local Water Utilities
Administration (LWUA) when it was granted by the latter a certificate of conformance on May
22, 1989. SFWDs coming into being was challenging and self-sacrificing for both the
Management and the Board of Directors. As it was when the existing water system, which the
district assumed from the Provincial Government, was on its height of dilapidation, and where
consumers, dissatisfied of the extremely ailing system, expect an overnight cure.
Equipped and guided by the policies adopted by the Board, GM Luzon as the Interim General
Manager started SFWDs operation practically with nothing but dilidated pipelines. He manned
the District with 6 employees, 3 in the office and 3 on the field with 250 concessionaires then.
There were no office equipments and no working capital either. It was only pure determination
and foresight that made SFWds gear moving.
The onset operation was characterized by controversies. The consumers openly resisted the
metering program being implemented to regulate consumers use of water and for the system
to gain pressure. Aside from that, they also opposed the new water rate established, thru the
approval of LWUA, for the District to sustain its operational and maintenance requirements. But
SFWD stood firm to its ground. The metering program, new water rate and other policies was
firmly implemented.

MANNED AND MAINTAINED BY HIGHLY TRAINED AND EFFECTIVE MANPOWER WORKING FOR
STAKEHOLDERS SATISFACTION.

Greetings!
Dear Sir :
First of all, I would like to thank you for accepting me despite the fact that you should not
accept trainees. For almost 2 months of our training, SFWD became my second home and
you became my family. I was so blessed to be part of this family and its really a great
opportunity to work here. Before I go, I want you to know how much i have enjoyed our time
working here. Thank you for your advice, understanding, support, patience, and friendship. I
would also like to express my appreciation and gratitude to you and your staffs for the
successful OJT onthejob training which I have undergone in your progressive company.
The acquaintance, skills and the like which I have learned throughout our practical training
will be of big help in our future practice as Business Administration graduates. Similarly, the
300 hours OJT which I have completed meets the requirement as an applicant for
graduation. I would also like to thank Maam Mamry, Maam Sid and Sir Dandy for patiently
teaching me what to do and on how to treat clients, and for all the lessons they shared to
me, and all of the staffs for their generous support, coaching and companionship during my
OJT. I have learned a lot from them. Thank you for being very supportive and especially for
the patience that you extend to me. Im so sorry for the mistakes i have done. But I assure
you that i will learn from it. Thank you once again for your great assistance in the successful
completion of my OJT. I hope you will still accept OJTs so that they will be well equipped
with the necessary knowledge to be used in the future like what I have acquire in your good

I will be working here for 300 hours; it may take a month and a half, and Im just on my day. And
within those seven days I already learned a lot of things, more than what I expected. I came to
realize the importance of on-the-job training (OJT) to a students life. Aside from the training that
I got, its the experience and learning that I acquired and will be gaining for the upcoming days
which made it more essential.
Lucky indeed for me to be able to choose the best company that do things which are absolutely
related to my chosen field, and the best thing about them, they love to share everything that
they can give, without any hesitation.
But not all OJTs are as lucky as I am. Not all have a wonderful experience, and thats the
bitter truth. Sometimes some are hired just to do some sort of stuff, worst of all, is when theyre
tasked to do things which are not totally related to their course. It became worst in the sense
that they will never have the chance to grow, to explore and discover themselves, and to gain
experiences which will serve as their guidance in stepping into the real world. The opportunity to
have the best experience that every trainee wished to have became unreachable for them. The
training ground that was expected to prepare them for the future became a burden for their
development.
