Introduction
The following bibliography includes materials to support Political Science
courses related to American government, primarily at the federal level but including all
courses focused on government in the United States. Some overlap with American
Studies and History classes may exist as well. A list of related courses follows. All
summary information has been taken from the Dominican 2010-2012 Undergraduate
Bulletin.
Political Science:
Political Science 170 American Government
An introduction to the founding principles of the United States government. Centering on
the Constitution, the course discusses political socialization, ideology, and the main
departments of the United States government. The powers and the political role of the
Congress, the executive branch, and the judiciary will each be examined. In addition, the
civil liberties present in the Bill of Rights will be discussed. Listed also as American
Studies 170. This course will satisfy the social sciences core area requirement.
Political Science 215 American Political Thought
The American regime, politics, and character as seen from a theoretical point of view.
Listed also as American Studies 215 and Black World Studies 216. This course will
satisfy the social sciences core area requirement.
Political Science 220 Political Leadership
An exploration of the sources of, opportunities for, and obstacles to political leadership,
using varied readings from ancient, medieval, or modern political works. This course will
satisfy the social sciences core area requirement.
Political Science 240 International Relations
Ways of managing power among nations will be related to contemporary issues of war,
peace, and diplomacy. Listed also as International Studies 200. This course will satisfy
the social science core area requirement.
Political Science 250 Comparative Politics
Four modern political systems will be compared. Different countries will be studied in
different years. Listed also as International Studies 250. This course will satisfy the social
sciences core area requirement.

Political Science 280 Public Administration


A study of the principles, organization, and operation of the United States federal
bureaucracy and how they implement, impede, or create public policy. Listed also as
American Studies 279. This course will satisfy the social sciences core area requirement.
Political Science 286 State and Local Government
Why do cities and states matter in the United States? What is their relationship with each
other? How do these questions illustrate the system of federalism in America? Politics as
well as policy in Illinois are considered as paradigms of state and local politics.
Examination of state and local governments within the federal system, intergovernmental
relations, metropolitan problems, dynamics of electoral process, including impacts of
public policy discussions on individual lives. Several policy areas may be studied. Listed
also as American Studies 286. This course will satisfy the social sciences core area
requirement.
Political Science 290 Political Parties and Voting Behavior
Why should I vote when the Democrats and Republicans are terrible? This course takes
on this issue by examining what political parties are and what they do in the system,
including why dozens of other political parties are obscured by the dominance of the
Rs and Ds. Voting turnout in the United States is one of the lowest in the world. Why is it
that low? Is there a simple solution? Who are those people who do vote? These are a few
of the questions that will be explored. This course will satisfy the social sciences core
area requirement.
Political Science 291 Congress and Congressional Elections
A study of what the founders saw as the strongest of the three departments of
government, the Congress. The course will study both the House and the Senate
individually and the Congress as a whole. How does Congress work? Why does Congress
not seem to work? Who has the power? Offered during midterm election years (when the
there is no presidential election), current elections will be used to discuss money in
elections and campaigning. The course will examine the political makeup of the postelection Congress and its possible direction. This course will satisfy the social sciences
core area requirement.
Political Science 297 Women in Politics
Women are both actors in and subjects of politics and legislation. This interrelationship
will be explored, focusing either on women who have been active in the political sphere,
or on womens political campaigns. Listed also as Study of Women and Gender 297. This
course will satisfy the social sciences core area requirement.
Political Science 325 Philosophy of Law
A study of various theoretical foundations behind legal systems. This course will satisfy
the social sciences core area requirement.
Political Science 341 American Foreign Policy
A course covering American foreign policy since World War II. This course will satisfy

the social sciences core area requirement.


Political Science 343 International Law
This course will explore law as an alternative to force in international relations. Topics
include sovereign rights of nations, human rights, international organization, law in war,
and treaty obligations. Listed also as International Studies 343. This course will satisfy
the social sciences core area requirement.
Political Science 375 The Presidency and the Electoral College
This course studies the role of the president in the United States political system. Both the
institution of presidency (constitutional powers, relations with Congress, and changes)
and the individuals who have been president (personalities and styles) will be examined.
Offered during presidential election years, the politics and processes of presidential
elections through the electoral college, including candidates, campaign, predictions, and
evaluation of the future president will be included. This course will satisfy the social
sciences core area requirement.
Political Science 380 Constitutional Law I: Institutional Powers
This course emphasizes how the Supreme Court of the United States approaches
landmark cases in constitutional law and governmental principles of the Constitution.
Topics include the powers and processes of the Supreme Court, powers of the Congress
under the commerce clause, the president's power to wage war and organize the executive
department, and the role of individual state power in relation to the United States
government. These topics will also be addressed utilizing historic and current court cases.
Prerequisite: Political Science 170, junior standing, or consent of the instructor. This
course will satisfy the social sciences core area requirement.
Political Science 381 Constitutional Law II: Civil Liberties
This course will focus on the most controversial issues confronted by the Supreme court
in the area of civil liberties, primarily stated in the Bill of Rights. Topics may include
the Court's approach to the First Amendment freedoms of religion, speech, and the press.
In addition, the rights of the criminally accused, including search and seizure, Miranda
Rights, rights to an attorney, and the death penalty, will be addressed utilizing historic and
current Court cases. Prerequisite: Political Science 170, junior standing, or consent of the
instructor. This course will satisfy the social sciences core area requirement.
Political Science 382 Constitutional Law III: Gender and Race
The issues of gender and race in America have challenged the society and the courts
throughout our history. This course will focus on the complex issues of race and gender
and the courts approach to these issues. Topics may include the historic legal difference
between men and women, whether laws or legal judgments that favor women in fact
benefit them and/or disadvantage men, the legal arm of the civil rights movement,
economic, educational, and voting discrimination. These and other topics will be
examined through the study of court cases and their effects. Listed also as Study of
Women and Gender 382. Prerequisite: Political Science 170, junior standing, or instructor
consent. This course will satisfy the social sciences core area requirement.

History:
History 143 History of the American People to 1877
Beginning with the British colonization of North America, the course covers the issues
leading to the American Revolution, as well as the development of the political,
economic, intellectual, and cultural forces that led to the Civil War and the subsequent
reconstruction of the nation.
History 319 The African-American Experience Since 1877
This course examines and analyzes the variety of economic, social, cultural, and religious
experiences in diversity within the African-American community, the growth of the black
middle class, the Great Migration, the creation of black urban working class, the visions
of black leadershipincluding W.E.B. DuBois, Marcus Garvey and Booker T.
Washingtonand the experience of the civil rights movement and its legacy. Listed also

1. Title: To Secure The Liberty Of The People: James Madison's Bill Of Rights And

Annotation: This title examines the changing attitudes of James Madison, who
went from opposing the Bill of Rights to becoming their primary author. It also
explores how both liberal and conservative members of modern courts claim
Madisonian justification for their interpretations.

Review: This title is highly recommended for upper-division undergraduate and
graduate collections in February 2011 CHOICE, where it is praised as a worthy
addition to the voluminous literature on this important figure.

Annotation: This title argues for changes to the system of federalism that divides
political power between the national, state, and local levels, and argues that the
modern Supreme Courts allusions to federalism are seldom more than slogans.

3. Title: The Antifederalists : Critics Of The Constitution, 1781-1788. Main, Jackson

Culture, Williamsburg, Va., by the University of North Carolina Press, 2004.
ISBN 978-0-8078-5544-7
Annotation: This title examines the debate over the Constitutions ratification on
a state-by-state basis, showing who opposed it and why. Local issues that affected
the debate are explored, as well as factors that influenced some delegates to
change their minds.
Reason(s): This is an updated version of a book in the Crown librarys collection
from 1961. Most of the Crown librarys other holdings on this subject are of a
similar age, except for one book published in 1990. It would support
Dominicans Posc 170 American Government and Posc 215 American
Political Thought.
Review: Though no modern reviews are available, the original edition was
reviewed in The American Historical Review, July 1962, and described as a solid
piece of research that has already won an award from its publisher.

Topic: Congress
4. Title: Natural Law and the Antislavery Constitutional Tradition. Dyer, Justin
Buckley. Cambridge, 2012. ISBN 978-1-1070-1363-6
Annotation: This monograph argues that portrayals of the Constitution as
complicit in slavery are mistaken, and that the principles on which it is founded
are incompatible with slavery, white supremacy, and misogyny.

Review: The previous edition was referred to as useful in an undergraduate
legislative course in CHOICE, November 1997. The spring 1998 Political
Science Quarterly said This sophisticated and insightful book should be on the
shelves of specialists and nonspecialists interested in understanding how the
congressional process really works.
7. Title: After The Rubicon : Congress, Presidents, And The Politics Of Waging War.

Annotation: This title challenges the notion that Congress has little to no
influence over how the President uses military force. It explores how, through the
use of legislation, congressional hearings, and the resulting national debates,
Congress shapes how Presidents use the military.

Review: This title was described as an important contribution to the scholarly


literature and highly recommended for college-level courses in CHOICE, July

Topic: The President and the Executive Branch
8. Title: Presidential Command : Power, Leadership, And The Making Of Foreign
Policy From Richard Nixon To George W. Bush. Rodman, Peter W., and Henry
Kissinger. Random House Inc, 2010. ISBN 978-0-307-39052-3
Annotation: This title, written with an insiders view of multiple Presidential
administrations, examines the growth of presidential power in the late 20th and
early 21st centuries, and analyzes the strengths and weaknesses of their
administrations.
Reason(s): The Crown library appears to have no books focused on this topic
covering the late 20th and early 21st centuries. This title would support
Dominicans Posc 375 The Presidency and the Electoral College and Posc 341
American Foreign Policy.
Review: A New York Times review said that Presidential Command should be
on the short list of readings for members of the Barack Obama administration
as much for its pointing out the mistakes to avoid as for illustrating the procedures
to emulate.
9. Title: Presidents And Civil Liberties From Wilson To Obama : A Story Of Poor

Annotation: This title analyzes Presidents from the last hundred years in the
context of civil liberties, and explores how many Presidents from both political
parties have not only failed to guard those civil liberties but often violated them.

Annotation: While somewhat a biography of the two titular figures, this title also
delves into the issues that made them legal opponents, culminating in Lincolns
public opposition to the Supreme Courts Dred Scott decision.

Review: Faculty teaching courses on public policy at the undergraduate and
graduate level will find this a useful ancillary text, but it should find a home in

Annotation: A five volume set on the Supreme Court of the United States.
Articles discuss court cases, as well as issues such as violence against women or
how the First Amendment applies to children. The last volume contains a
chronology of landmark Court decisions, a list of all Supreme Justices, a glossary
of legal terms, and indexes of subjects and cases.

Annotation: This eight volume set contains approximately 700 entries ranging
from 1,800 to 12,000 words in length. Each entry is signed, cross-referenced, and
accompanied by suggestions for further reading.
Reason(s): This encyclopedia set would support numerous courses at Dominican,
including Posc 240 International Relations, Posc 250 Comparative Politics,
Posc 341 American Foreign Policy, and Posc 343 International Law.
Review: Highly recommended in April 2012 CHOICE as a remarkable, if not
monumental, achievement. Its three European editors, all professors of political
science, have combined the scholarship of academic contributors worldwide to
produce an excellent core reference title that transcends the ethnocentricity that
typically characterizes encyclopedic treatments of the subject.
7. Title: Encyclopedia of Political Theory. ed. by Mark Bevir. Sage, 2010. ISBN
978-1-4129-5865-3
Annotation: This three volume set includes a readers guide to help students who
are new to the broader concepts, and all entries are designed to focus on three key
questions: How do we arrange our collective affairs? Why do we live together in
the ways we do? How ought we live together?
Reason(s): This encyclopedia set will support many of Dominicans political
philosophy courses, including Posc 215 American Political Thought, Posc 310
Classical Political Philosophy, Posc 320 Modern Political Theory, and Posc 323
Contemporary Political Theory. Some of the broader concepts will be
applicable to courses such as Posc 170 American Government as well.

Reason(s): This dictionary will support students in all introductory-level political
science classes at Dominican, including Posc 170 American Government and
Posc 215 American Political Thought.
Review: Strongly recommended in the ARBA online database by Mark T. Bay
Electronic Resources, Serials, and Government Documents Librarian, Hagan

Reason(s): The Crown Librarys most similar item is from 1996 and very out of
date. This set would support Dominicans Posc 170 American Government and
Posc 375 The Presidency and the Electoral College.
Review: January 2013 CHOICE lists this as essential, and calls it an
indispensible work of facts and analysis.

Annotation: This two volume work contains up-to-date information about every
aspect of Congress, including a comprehensive list of everyone to serve in either
house of the 1st through 112th Congresses. Includes a number of chapters on
historical and current topics, updated from the previous edition.
Reason(s): This set would support several courses, most notably Posc 291

Review: The 6th edition was reviewed as Essential in October 2008 CHOICE,
which called it an outstanding, indispensible work. 7th edition is recommended
