A resolution regarding the naming of the City Hall Plaza.
WHEREAS, Section 128 of the City Charter provides that the Plan Commission
has the power to make recommendations to the City Council in relations to the naming
of streets, squares and public places; and
WHEREAS, Section 127 of the City Charter provides in part that the City Council
may, by a majority vote, direct the Plan Commission to perform specific actions in
relation to potential or pending legislative action of the City Council; and
WHEREAS, on June 23, 2014, the City Council adopted Resolution No. 20140069 directing the Plan Commission to hold a hearing, review public input, research
options, review naming criteria and make a recommendation or a group of naming
options for the new plaza adjacent to City Hall for the City Council to review; and
WHEREAS, on July 9, 2014, August 24, 2014 and October 8, 2014, the Plan
Commission considered the City Councils request and forwarded a letter dated October
28, 2014 with the three names for the Councils consideration in making its decision
regarding the naming of the plaza; and
WHEREAS, John Moyer was a beloved resident of Spokane, therefore, the City
Council recommends going through the proper city process, including review by the
Plan Commission, to name the Post Street Bridge the John Moyer Memorial Bridge;
and
WHEREAS, King Cole was instrumental in the development of Riverfront Park,
therefore, the City Council pledges to work with the Spokane Park Board to create an
appropriate memorial in Riverfront Park; and
WHEREAS, an unprecedented number of people voiced support for musician
and writer Som Jordan, therefore, the City Council pledges to work with the Spokane
Park Board to create a permanent stage in the Plaza or Riverfront Park to host annual
Som Jordan music festival; and
WHEREAS, the Spokane Falls were the historical location of salmon gathering
by the Spokane Tribe and other local tribes.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF SPOKANE that the new plaza adjacent to City Hall shall be named The Spokane
Tribal Gathering Place, Sntel?eminttn The Place where Salmon is prepared.
