Issue 34 IO with status TECO

Creation of a new status profile ZTEL_IO:

IMG > Controlling > Internal Orders > Order Master Data > Status
Management > Define Status Profiles

Only acction allowed:

Actual Settlement
Availability control
Debit form actual settlement
Credit from actual settlement
Lock
Maintain settlement rule
Mark for deletion
Remove deletion flag

The status profile is assigned to the Internal Order Group.

Does not allow changes to status profile in existing internal orders.
Existing status was changed to allow a new status that block everything.
