Sexual intercourse is a very important topic to


discuss. This topic can be very difficult to talk
about but it is important none of the less.

People should have the freedom and the right


to choose when they want to have sexual
intercourse so they are not forced into any
uncomfortable situation.

Thesis Statement

I feel that affirmative consent laws will


significantly curb sexual assault on US
campuses.

In this speech I will be covering what


affirmative consent laws are, why they are
important, and how this law can help other
people.

People are realizing that sexual assault is


becoming a big issue and are addressing this
problem.

Main-points/Analysis

Bill 967 in California (the bill on affirmative


consent) states that students attending
colleges and universities must receive
affirmative consent before and during the
intercourse.
The Policy on consent says that a person
who is intoxicated, unconscious or asleep
cannot give consent of any kind.
If this bill is put into action, this will provide
the students with a sense of protection
knowing at anytime they can say no. Also
this will encourage people to be more open
about their sex lives.
According to CNN 1-5 women in college
receive and experience of sexual assault.
Senator Clair McCaskill out of 440 colleges
and universities, more than 40% have not
conducted a sexual violence investigation in
the past 5 years.
If this law is put into effect, it will enable
prosecution of individuals who have
wrongfully sexually assaulted another
individual. Victims may be more willing to

step forward with the support of this law and


prosecutors maybe more willing to bring
cases about sexual assault to court.
Conclusion

In my speech I have covered what affirmative


consent is, why its important and how this
law can help people.

I am not saying that this law will initially
diminish all sexual assault cases. After the
law is enacted, there may be a false increase.
With this law we may see an increase of
cases before the decrease. This law may get
people to report more cases and over time
the amount of cases will be lowered.

Attack NEG

This law will give people the confidence to


report instances of sexual assault. People
are normally shameful about reporting these
cases and some are just scared that
authorities are not doing enough. Going back
to one of my points out of 440 colleges and
universities 40%

National Network, 60% of all sexual assaults
are not reported. This law may give people
confidence to report more cases. Out of 100
college girls, 20 of them receive an
experience of sexual assault. Eight out of the
20 report these cases.

I feel that affirmative consent laws will


significantly curb sexual assault on US
campuses. This law may give people the
confidence to speak up and over time, the
number of sexual assault cases may be
lowered.
