INVESTIGATION DETAILS On January 16, 2012, 1 was advised by Chief Carroll Stelly that and had an incident involving Pfe. Joseph Credeur thet needed to be investigated to see if Rayne PD policy was violated. I received the statements written by the officers involved as well asthe radio log. ‘The investigation was officially stated on January 26, 2011. Per Civil Service Law, the investigation must be completed within 60 days. This investigation was completed on February 2, 2012 well within the law.SUMMARY On January 15, 2012 around 2:30 AM, while on patrol, Pfe Joseph Credeur was driving his uni with as apassenger. It was a cold clear night. He observed a [BIM riding a bike at a high rate of speed on West "B” North. He caught up with the ‘unidentified suspect and attempted to stop the suspect to search and question the suspect ‘who he later identified as He gave several verbal commands cut of his rolled down window but the suspect did not comply. In an effort to stop the suspect, he drove his unit 10 feet in front of the bike and blocked the lane and the bike hit his unit and the suspect fell to the ground. He attempted to get ‘out of his unit and the bike was against the drivers door so he backe¢ his unit up and in the process he drove over the front wheel and damaged it. He searched the suspect and. asked 3 times if he needed medical atention and advised no. He got into his unit ‘and leit the scene and then called and advised him he ran over bike and weot met him at Frog City Travel Plaza and shortly afterwards, an ‘ambulance was dispatched to the scene and Acadian Ambulance transported te All three officers that were interviewed gave the same series of events except there was ‘one variance involving wen notified his supervisor, that an incident happened, id not realize that a erash had occurred until Credeur arrived at Frog City Travel Plaza then notified Interview with, was interviewed on 1/26/2012 with the interview being conducted per the guidelines set forth by the Poice Officr Bill of Rights. He advised thet they were attempting to stop the b/m on the bike when Joseph Credeur turned 10 fet in font of him and the bike struck the unit. Credeur could not get out ofthe unit because ofthe bike so hhe backed up running over the front tire. Credeur got out of his unit and searched the suspect and asked if he needed aid and ssid no. They asked a second time and he said no. They got into the unit and went 10-8 and drove away. Then Credeur called on the cell phone and advied him what happened. He said 7 minutes later they heard the 911 call from a female that a person was on the road calling for help and they responded to the scene where ‘was being treated by
