In exerciseof thepowersconferred byArticle309of theConstitution of India read with
sub section (3)and (4)of Section 169,Subsections (3)and (4) of section 195 and Section 243of
the Andhra Pradesh Panchayat Raj Act, (Andhra Pradesh Act 13 of 1994) and amendments
thereon and third proviso to Section 74 of the AndhraPradesh MunicipalitiesAct,1965 (Andhra
Pradesh Act 6/1965)and Section 78 and Section 99 of the Andhra Pradesh Education Act,1982
(Act 1 of 1982), read with subsection (1) of section 23 of the Right of Children to Free and
Compulsory Education Act 2009 (Central Act No.35 of 2009),duly incorporating the normsand
conditions of the eligibility criteria provided by NCTE for the post of teachers and duly
rescindingthe earlier Government Orders issued in the GO. Ms. No 51, SE Gen. Dept.,Dated
16.04.2011 in thisregard,theGovernor of Andhra Pradesh hereby makesthe following rules
for Teacher EligibilityTest (TET)cum Teacher RecruitmentTest (TRT) to thepostsof Teachers
in theschoolsof Andhra Pradesh.
RULES
1. SHORT TITLEANDAPPLICATION:
(1)

These rules 2014 may be called asthe Andhra Pradesh Teacher Eligibility Test
(TET)cum Teacher RecruitmentTest (TRT) forthepostsof Teachers (Schemeof
Selection) Rules.

(2)

These rules shall apply to all categories of teacher posts in Government, Zilla
Praja Parishad, Mandal Praja Parishad, Special Schools, Integrated Tribal
DevelopmentAgency,Municipalities,MunicipalCorporation Schoolsand to such
othercategoriesof teacherpostsin such otherschoolsasmaybenotified bythe
Government fromtimeto time.

(3)

These rulesshallcomeinto forcewith immediateeffect fromthedateof issueof


these orders.

2.DEFINITIONS:
In these rules, unlessthe context otherwiserequires:
(1)

AppointingAuthoritymeans.
(i)

The District Educational Officer of the district concerned in respect of


posts of teachers in Government Schools, Mandal Praja Parishads
Schools,ZillaPrajaParishad Schoolsand Special Schools.

(ii)

The Commissioner of concerned Municipality/ Municipal Corporation in


respect of posts of teachers in Municipality or Municipal Corporation
Schools.

(iii)

The Project Officer of the Integrated Tribal Development Agency


concerned in respect of postsof teachersin ITDA Schools.

(2)

Chief Executive Officer meanstheChief ExecutiveOfficer of Zilla Praja Parishad


appointed under section 186of theAndhraPradesh Panchayat RajAct, 1994.

(3)

Collector means anyofficerincharge of aRevenue District;

(4)

Commissioner of School Education means the Officer incharge of General


Education which includes Primary, Upper Primary, Secondary, Special Schools
and Teacher Education in the State;

(5)

DistrictmeansRevenueDistrict;

(6)

District Educational officer means the Officer incharge of General Education


which includes Preprimary, Primary, Secondary, Nonformal and Teacher
Education in theDistrict;

(7)

Government meanstheStateGovernment of AndhraPradesh.

(9)

Malpractice meansin relation to an examinee appearing for thewritten test,


theunauthorized help fromanyperson in anymannerorfromanymaterialor
fromanysourcewhatsoever orthe unauthorized useof anytelephonic,wireless
or electronic or other instrument of gadget in anymanner, asdescribed in the
Andhra Pradesh Public Examination (Prevention of Malpractices and unfair
means) Act, 1997 (Act 25 of 1997).
MandalPraja ParishadmeansaMandalPraja Parishad constituted undersection
148of theAndhraPradesh Panchayat RajAct, 1994 .

Mandal Praja Parishad Development Officer means the officer appointed by


that designation under section 168 of the Andhra Pradesh Panchayat Raj Act,
1994.

(11)

Mediumof Instruction means thelanguagethrough which subjectsotherthan


languages are taught.

(12)

Municipality means a municipality constituted under the Andhra Pradesh


MunicipalitiesAct, 1965;

(13) MunicipalCorporation means amunicipal corporationconstituted ordeemed to


have been constituted under anylaw relating to Municipal Corporation for the
time being in force;
(14)

NCTE meansNational Council for Teacher Education.

(15)

SchoolmeansaPrimarySchoolorUpperPrimarySchooloraHigh Schoolora
SpecialSchoolfor disabled;and

(16)

Zilla Praja Parishad means a Zilla Praja Parishad constituted under the
provisions of theAndhra Pradesh Panchayat RajAct,1994.

3.METHODOF RECRUITMENT:

The Recruitment shall be through a selection process consisting of Written Test and
other criteria stipulated by the Governmentfrom time to time. The total marksshall
be 180for SGTsand PETs. For all School Assistantposts total marksshall be 200(Two
hundred). It will be purely based on merit cum roaster system as per the existing
provisions being adopted by Governmentof Andhra Pradesh
4.QUALIFICATIONSAND ELIGIBILITY:
(1) A candidate for selection to the posts of Teachers shall possess the academic and
professional/ trainingqualificationsasfollows:

(a) Must befullyqualified forthepost applied forand in possession of allCertificatesas


on the last dateprescribed in the notificationforsubmission of applications.
(b) (i) Must possess Intermediate Certificate issued by the Board of Intermediate
Education,AndhraPradesh orotherequivalent certificatesrecognized byBoard
of IntermediateEducation,Government of AndhraPradesh.

(ii) Must possess Academic degrees of Universities recognized byUniversityGrants


Commission (UGC).
(iii) Teacher Education Courses recognized by National Council for Teacher
Education.
(iv) Distance Mode courses offered by Universities and Deemed Universities
recognized by Joint Committee comprising University Grants Commission,
Distance Education Council (DEC), All India Council for Technical Education and
with jurisdiction to operatesuch coursesin the State of AndhraPradesh.
(v) Special Education Coursesrecognized byRehabilitationCouncilof India.
(vi) The candidates should have either been qualified in earlier APTETs OR should
obtain minimum qualifying marks in the present TET cum TRT. However, this is
not applicable in caseof PETsand School Assistants(PhysicalEducation).
(2) Post wisequalifications:
(i) School Assistants:
(a) School Assistant (Mathematics):
Must possessaBachelorsDegreewith Mathematics/ Applied Mathematics/ Statistics
asthemain subject OR oneof thethreeequaloptionalsubjectsand aB.Ed degreewith
Mathematicsasa methodologysubject.
(b)School Assistant(Physical Sciences):
Must posses aBachelors Degreewith at least two of thefollowing subjectsasoptional
subjects: Physics / Applied Physics / Engineering Physics & Instrumentation and
Chemistry / Applied Chemistry / Industrial Chemistry / Pharmaceutical Chemistry /
MedicinalChemistry/ BioChemistry/ GeologyoreitherPhysics/ itsallied subjectsor
Chemistry / its allied subjects as one of the main subject and other as subsidiary /
ancillarysubject and B.Ed.degreewith PhysicalScience/ Physics/ Chemistry/ Science
asamethodology subject.
(c) School Assistant (Biological Science) :
Must possess aBachelorsDegree with BotanyandZoologyasoptional subjectsoroneof
the two asmain and theotherassubsidiarysubject oranytwo of otherallied subjects
viz.Public Health / Human Genetics/ Genetics/ Biochemistry/ Environment Sciences/
Microbiology / BioTechnology / Industrial Microbiology / Agriculture/ Food
Technology/ Fisheries/ Nutrition/geology / Sericulture / Horticulture / Forestry/ Poultry
and a B.Ed. Degree with Biological Science / Natural Sciences / Science / Botany /
Zoology/ asa methodology subject.
(d)School Assistant (Social Studies):
Must possessa BachelorsDegree with anytwo of thefollowingsubjectsasoptional or
one of them as a main and any other one as a subsidiary subject (i) History (ii)
Economics (iii) Geography (iv) Political Science (v) Public Administration (vi) Sociology
(vii) Commerce(viii) Politics(ix) SocialAnthropology (x) Ancient Indian HistoryCulture &
Archaeology(xi) Anthropology(xii) SocialWork (xiii) Philosophy and (xiv) Psychology.
or

B.Comwith any four of the following sixsubjects:


(g) Economics / Business Economics (ii) Business Organization and Management (iii)
Statistics / Business Statistics / Quantitative Techniques (iv) financial Services,
Banking and Insurance (v) Accountancy / Financial Accounting (vi) Fundamentals
of information technology and B.Ed Degree with Social Studies/ Social Sciences/
Geography / history / Politics Political Science /Economics as a methodology
subject.
(e) School Assistant(English) :
ABachelorsDegree with Englishasthemain subject oroneof theoptionalsubjectsora

(f)School Assistant(Telugu):
Must possess aBachelorsDegreewith Telugu asthemain subject oroneof thethree

equivalent oraPost GraduateDegree in Telugu and B.Ed with Telugu asmethodology
Subject or Telugu Pandit Trainingor itsequivalent.
(g)School Assistant (Hindi) :
Academicqualifications:
Must possess Bachelors degree with Hindi as one of the full elective subject or
BachelorsDegreein OrientalLanguagein Hindi(B.O.L) orPraveenaof DakshinaBharat
Hindi Prachar Sabha or Vidwan of Hindi Prachara Sabha, Hyderabad or any other
equivalent recognized qualification in Hindi (BA degree Standard) or Post Graduate
Degree in Hindi and along with any one of the following training qualifications as per
Table2trainingqualifications.

(vi) Language /Medium Study Qualifications:


(a)Telugu Medium&MinorMediaposts(Nonlanguagesubjects):
The candidates who have passed SSC Examination in the concerned medium of
instruction orwith theconcerned LanguageasFirst Languageare eligibleto apply for
the posts of SA (Mathematics, Biological Sciences, Physical Sciences, Social Studies &
Physical Education), SGT and PET in the concerned medium school except for English
medium posts. The candidates who have passed the Intermediate / Degree
Examination (Academic) in theconcerned mediumof instruction or with the Language
concerned asa subject are also
eligibleto apply forthe postsin that mediumexcept for English Medium posts. TheSSC
in concerned medium completed before going for higher examinations will only be
considered. The SSC completed in concerned medium after completion of higher
exams will notbe considered.
(b)EnglishMediumposts (Nonlanguagesubjects):

In respect of School Assistant (Mathematics, Biological Sciences, Physical Sciences,


SocialStudies)postsin Englishmedium,thecandidateswho studied SSC,Intermediate
and Graduation through English Medium only are eligible. In respect of SGT posts in
English medium, the candidates who studied SSC and Intermediate through English
medium only are eligible.
(vii) In respect of posts for which two subjects at Degree level are prescribed, a
Candidate who studied one subject at Degree level and the second subject at Post
Graduationlevel isalso eligibleto apply.
Example:
A candidate who intends to apply for the post of SA (Social Studies)
should have studied at least one of the following mentioned subjects at graduation
leveland theotherat Post graduation level.(i)History (ii)Economics(iii)Geography
(iv) Political Science (v) Public Administration (vi) Sociology (vii) Commerce (viii)
Politics(ix)Social Anthropology (x) AncientIndian History Culture & Archaeology (xi)
Anthropology (xii)Social Work (xiii)Philosophy and (xiv)Psychology.
(viii) Candidates having the training qualification of Special D.Ed / Special B.Ed are
also eligible to apply for the posts of Secondary Grade Teacher/School Assistant,
respectively, in General Schools in addition to Special Schools, provided they are in
possession of academic qualifications prescribed for the posts to which they apply.
However,on appointment to the post theyarerequired to undergo an NCTErecognized
six months SpecialProgrammein ElementaryEducation at his/ herown cost.
(ix) Only thequalificationsmentioned in theapplication form,forthepost applied for,
shallbetaken into consideration for thepurpose of selection.
5.STRUCTUREOFEXAMINATION /TEST:
The Structure and Content of proposed Integrated Test for SGTs and School Assistantsare as
follows:

TIMESCHEDULEFOR RECRUITMENT OFTEACHERS:


The Commissioner of School education shall issue the time schedule and notification
and publish theresults of written test of recruitment of teachersunder these rules.

9.

NOTIFICATIONOF VACANCIES:

The Commissioner of School Education shall issue a notification in the leading News
Papersin theStateinvitingapplicationsfordirect recruitmentforthepostsof Teachers
in accordancewith the ordersissued bythe Government.

SUBMISSIONOFAPPLICATIONFORMS:

Candidates intending to apply for posts notified in respect of any district shall
submit application in the manner prescribed by the Commissioner of School
Education in thenotification.
The candidate shall submit the application along with all attested copies of
relevant certificatesin such mannerasmaybeprescribed in thenotification.
Nonsubmission of attested copiesof certificatesand memosof markspertaining
to minimum qualifications, community certificate, Local / Non Local status
certificate, Disability Certificate (PHC) etc in the manner prescribed in the
notification willrendertheapplicationinvalid and liableforrejection.
Candidateswho submit false/fake/unauthorized/unrecognized certificatesalong
with theapplication shallbeliableforcriminalprosecution besidesrejection of
the application orcancellationof selection, asthe casemaybe.

AGE:
No person shall be eligible for direct recruitmentto the post of Teacher ifhe isless
than 18 yearsof age and more than 40 years of ageason 1st dayof July of the year
2014 in which thenotification forselection to therelevant post, categoryorclassora
serviceismade. However,in caseof SC/ ST / BCcandidatesthemaximumagelimit shall
be45yearsand in respect of PhysicallyChallenged candidatesthe maximumage limit
shall be 50 years. Upper age limit for Exservice Men: A person, who worked in the
ArmedForcesof theIndian Union, shall be allowed to deduct thelength of the service
rendered byhimin theArmed Forcesand alsothreeyearsfromhisageforthepurpose
of the maximum agelimit.

12.

CONSTITUTIONOF CENTERS:
Institutions having spacious and sufficient number of rooms are to be constituted as
Examination centers. Institutions proposed to be constituted as Examination centers
shall be inspected by District Educational Officer of the concerned District personally.
The number of rooms available in each center and number of candidates to be
accommodated in each roomshallbeascertained beforeallottingthecandidatesto any
of the Examination Centers.

13.

ISSUEOFHALL TICKETS:
Hall Tickets shall be issued to the candidates in the manner prescribed by the
Commissioner of School Education.

14.

TET cum TEACHERRECRUITMENT TEST (Written Test):


(1)

Thewritten test shallbe conducted in allthedistricts. Acandidateshallappear


forthe written test in thedistrict in which he seeksrecruitment.

(2)

TheCommissioner of SchoolEducation shall issuedetailed instructions to ensure


properconduct of TeacherRecruitmentTest.

(3)

The candidates who are found copying or resorting to other means of


malpractice shall be expelled from the examination hall apart from being
debarred from appearing for the examinations conducted by the District
selection Committee forthreeconsecutiveexaminationsbesidestakingaction as
per the Andhra Pradesh Public Examination ( Prevention of Malpractices and
Unfairmeans) Act,1997 (No.25of 1997).

Disciplinaryaction shallbeinitiated against such staff who arefound negligent in


the discharge of their duties and an entry shall be made accordingly in the
ServiceRegisterof theconcerned staff besidestakingaction aspertheAndhra

Pradesh Public Examination (Prevention of Malpracticesand unfairmeans) Act,


1997 (No. 25 of 1997).
Thewritten test willbe in themediumconcerned.
No teacher shall be drafted for invigilation or other examination work at any
centre. Only Non TeachingStaff drawn fromotherdepartmentsshallbedrafted
for invigilation work. However, not more than one Gazetted Officer of School
Education Department, including Gazetted Headmaster, may be drafted as
Departmental Officerfor thecentre to assist theChief Superintendent.

15.PUBLISHING OF THE INITIAL KEYANDFILING OFOBJECTIONS:


(1) TheCommissionerof SchoolEducation shallissuethescheduleof notification,Payment
of fees, Conduct of Written Test, Release of Initial Key / Final Key and declaration of
results and public the results examinations. The Commissioner of School Education
being the competent authority to publish the initial key of the question after the
conduct of written test inviting objections,if any, from the candidateswho appeared for
the test, duly giving a reasonable time to the candidates for filing objections on the
initial keyand thesame shallbe disposed of bytheexpert committee constituted bythe
Commissionerof SchoolEducation.Thefinalkeyshallbe published fortheinformation
of candidates.Anyrepresentation/ petition / objection on the initialkey aftertheabove
stipulated period shallnot beentertained.
(2) TheCommissioner of SchoolEducationisauthorized to disposeof the materialrelating
to the Teachers Recruitment Test such as OMRs and other examination material after
oneyearfromthe dateof declaration of results/ displayof selectionlists,whicheveris
later. Request for furnishing of OMR sheets after the prescribed period will not be
entertained under theserulesand other Acts / Rules.

16.SELECTION:
(a) Candidatesshallbeselected on thebasisof markssecured in theWritten Test.
(b) thecandidateswho havealreadyqualified in earlier APTETsalso compulsorilywrite

the above Integrated Test for appointment as Teacher in Government / Zilla Praja
Parishad / Mandal Praja Parishad / Municipality / Tribal Welfare Schools. These
candidates will be given 20 % of weightage for their earlier TET score (as per the
originalTET notification). Forthis20%weightage,candidateswillbe havingoption
either to consider 20% of earlier TET scores or20% of present marks whichever is
higher. Now onwards, the Integrated Test will be valid for that particular
recruitment only.In respect of appointmentsin private/ unaided schools orany
other educational Institutions,theabove
Integrated Test Certificate willbe valid for aperiod of 1 (One) year. A Certificate
will be issued to the candidates who are fulfilling minimum requirement in the
aboveIntegrated Test byobtainingminimum qualifyingmarksprescribed at Rule 6.
17. Preparationof Provisional Lists:
1) AProvisionalmerit cum roster list shallbeprepared out of qualified candidatesto
the extent of vacanciesnotified for each category of posts.
2) Afterpreparation of provisionallist ,verificationof
a)Earlier TET score byoriginalcard
b) Original qualification certificates
c) Proof of age
d) Original caste/PH/any such qualification certificate claimed by the candidate in
the application shall be undertaken by the officer/ Committee authorized by
Commissioner and Directorof SchoolEducation.
3) Ifthecertificatesare not found to be genuine/correct and if thecandidate fails to
produce the certificates required at the time of verification or if the candidate is

absent forverification of certificates,such candidatesforegotheright of selection,


and next eligiblecandidateshallbeconsidered forcertificates verification.
4) Afterverification of certificatesbytheauthorized officer/committee asdesignated
by the Commissioner of School Education the final selection list shall be prepared
and published.
5) Thenumberof candidatesshallnot be more than thenumberof vacanciesnotified
forthat particularcategory.
6) In the process, posts if any unfilled for any reason whatsoever shall be carried
forward for future recruitment.
7) After such publication, there shallnot beanywaitinglist and selection madeshallbe
final.
18.

PREPARATION OF SELECTION LISTS:

(1) The rule of reservation to local candidatesis applicable and the provisionsof Andhra

Pradesh Public Employment (OLC&RDR) Order (Presidential Order) 1975 and


amendments there to shall be followed strictly.
(2) The rule of special representation in the matter of appointment of candidates

belonging to Scheduled Castes, Scheduled Tribes, Backward Classes, Physically


Challenged, Exservice Men and women is applicable as per the Andhra Pradesh
Stateand SubordinateService Rules1996 asamended fromtime to time.
(3) The rules issued from time to time by the Department of Disabled Welfare shall be

followed in respect of special representation for differently abled (physically


challenged)persons.
(4) Local Scheduled Tribe candidates shall only be considered for selection and

appointmentagainst the vacanciesin Scheduled Areas. They shall also be considered


for selection tothe postsnotified in Plain area if they come up for selection.
(5) The number of candidates selected shall not be more than the number of vacancies
notified. There shall be no waiting list and posts if any unfilled for any reason
whatsoever shall be carried forward for future recruitment.
(6) The certificate issued for earlier TETs from 2011 to 2014 shall be verified about the
eligibilityconditions for the postapplied for before preparation of the selection list.
(7) After due verification of the originals of all relevant certificates, selection of the
candidatesfor the posts of Government/Local Bodies/Tribal Welfare Departmentshall
be made together as per the roster of each unit of appointment and selected
candidates shall exercise their option as per roster cum merit and the District
Educational Officer, shall allot the candidatesto the respective unit accordingly.
(8)The Districtselection Committee concerned shall approve the selection lists prepared
as per Rules. The same list shall be displayed on the Notice boards at O/o District
Collector,O/oDistrictEducational Officer and on the internetfor the information of
candidates.
19.

COMMUNICATIONOF MERIT LISTS TO THE APPOINTINGAUTHORITIES:


Theallotmentlist of selected candidatesprepared separatelyforthedifferent unitsof
appointment shallbecommunicated promptly to therespectiveappointingauthorities
along with the applications of the candidates by the Secretary, District Selection
Committee,who in turn willtakeprompt action forconductingcounselingfor postings
of candidatesto schools concerned.

20.(a)Theappointment orders for selected candidatesshallbeissued subject to outcomeof


C.A.No.48784991/2009 filed in the Honble Supreme Court and any other court
cases.

(b) Notwithstandingany provisionsto thecontrarycontained in anyotherrulesrelating


to recruitment of Teachers, the provisions of these rules shall prevail and be
applicableforthepurposeof recruitment of Teachers,2014.
(c) The District Educational Officer and MemberSecretary of the District Level
Committee shall issue appointment orders under Rule 10(a) of Andhra Pradesh
State and Subordinate Service Rules 1996 and posting orders to the selected
candidatesin termsof service rulesof the respective managements existing ason
date as per the choice exercised by the selected candidates in the counseling for
schoolsunder the control of District Educational Officer.
(d) Scale of Pay: The candidateswho are appointed are eligible to draw the scale of
pay attached to the post.
(e) Display on the Notice Board: The list of candidates who have been given posting
orders shall also be displayed on the NoticeBoard on the day of counseling. NO
changes/modifications in posting orders shall be made by District Selection
Committee. If any changes/modifications in postingsare made after display of the
list, the MemberSecretary concerned shall be personally held responsible and
severe disciplinary action shall be taken against him/her. The selected candidates
list of appointmentshall also be displayed by the DistrictEducational officer on the
website.
21. Issue of EligibilityCertificate:
Teachers Eligibility Certificate will be issued by the competent authority to all the
candidateswhosecured minimum qualifying marksprescribed after verification of all
the original certificates as per NCTE norms which would entitle them to secure
employmentin privateschools.
