AGENCY REPORT
Abstract

This paper is about Easter Seals Adults Day Health Day Services. Which is helping individuals
with disabilities and their families to find a place of comfort. This organization provides care
assistance, and supervision to their participants whiles their caregivers go to work or attend to
other personal business. They also direct individuals and families to where they can get the right
resources in and outside their communities. Programs offered are both social and health care
services. The center is open Mondays through Fridays and can be contacted if there is anything
that needs to be clarified. This organization has worked for over 20 years with the Division of
Developmental Disabilities Services (DDDS) and has been the largest provider on Adults with
intellectual and developmental disabilities.

Easter Seals is an organization which helps and support people with disabilities of all ages. It
has over 65years served people of Delaware and has helped families and caregivers have a safe
and secured environment to leave their loved ones with disabilities while they attend to other
personal business or take respite. Their mission is to help people with disabilities of all ages
address lifes challenges and achieve their personal goals and ensure that they have equal
opportunities to resources in their communities. To make it accessible to door-to-door
transportation arrangements are made in and out to their various locations in New castle, Kent,
and Sussex.
The centers Chief Executive is the highest rank of the organization and he is in charge of both
New Castle and Sussex County and is responsible in leading the organization in reaching it
mission and vision. He disseminates information to center directors on how things are to be run
and responsible for budgetary, operational and development. He works with the Board of
Directors for developing and recommending operation policies, developing plans for present and
future operations for community relations and advocacy efforts for people with disability.
The vice president is in charge of promoting major programs, guide in the enrollment of
benefit and connecting them to the appropriate service. Promoting the in-home services and
educate families and care givers on the various programs offered.
The center Directors are responsible for leading their staff members to the fulfilment of the
organizations mission. They are also involved in assisting with the strategic and annual
operations planning, ensure that services are effectively delivered to meet the needs of the people
with disabilities that they are serving. They see to it that positive relationship is maintained with
the customers and referral resources and ensure that the financial resources are managed and can

be accounted for. Its their duty to leading the staff and manage programs in her assigned site to
insure that services are delivered in a timely and effective manner to persons served
Planning and implementing of activities are performed by the activity coordinators they in
charge of introducing activities that are entertaining, informative, therapeutic, social to meet the
needs and interest of the participant. The activities are basically based on individuals abilities
and interest. In addition they schedule various activities and evaluate the effectiveness of
departmental operating procedure to know is they need to be implemented or changed. To make
this work the environment at which these activities are to be done is made welcoming, safe and
secured for the participant. They take active part in orienting new activity assistant, volunteers
and are part of the interdisciplinary committee in the organization.
The Activity Assistant also called the direct support staff assist the participants in their
Activity of Daily Living (ADLs) providing the them with the necessary help relating to personal
care and communicating their observations to the nurse, maintaining an environment safe and
secure, conduct meetings with the individuals, families or caregivers on issues pertaining to their
care of plan and other case management responsibilities.
The responsibilities of the Registered Nurse (RN) and the Licensed Practical Nurse (LPN) are
to help manage the medical needs, provide guidance and functional supervision of staff as related
to personal care, monitoring and responding to safety of participant to meet the health care needs
of the center.

In accordance to the policies and procedures on which the organization works, it is licensed in
accordance to the state standards and abides by it rules and regulations in the provision of social
and health care.
General various operations are handed by finance and Administration, these areas includes
how information technology services are delivered, property and casualty insurance, accounting,
risk management and facility management.

The organization has a way by which its information is being shared. Its the responsibility of
the communications in the management of the external and internal communication matters,
strategies, information shared to the public, advertisement and corporate image.
The marketing departments promote the growth of services and the number of people
served. Through communication, availability and value of those services to various stake holders
groups including participants parents or caregivers, referral source, payer source and others. The
right direction of which marketing is done in Easter Seals has made the difference from other
service provide and is perceived as the premier provider of disability service in the region.
Before starting any new business, it is their responsibility to for the new business to identify the
opportunities for program enhancement and expansion of the existing ones.
In the case of development, the group involve is responsible for the implementation of a
comprehensive region wide development program addressing the fund-raising needs in the
organization, including major event, individual annual gift, planned giving and foundation and
corporate solicitation. The position of the human resource is to determine the wages benefit,
training, developments, recruitment and organizational compliance to applicable labor law.
Easter seals is a member of the Delaware association of rehabilitation facilities (DELARF)
which is privately owned and serves as the voice for people with disabilities. As members they
meet together to find ways to provide service, educate, advocate and serve Delawareans with
disabilities and their families.
83% of their funding is from the governments, 9% of program service fees and 8% public
support. These include Medicaid, Medicare, Medicare waiver, State Division of Development

Disability service, division of vocational rehabilitation, work contract, veterans administration,
self-paid, commercial insurances, state Department of Education and more.
There are some couple of banks that have work contract as volunteer. Training and couching
people with disability in their place of interest in the working force to match them to available
jobs. They also support them in finance by giving the participants or their families loans with
low interest rate to help them renovate or modify their homes and acquire other assistive device.
The division of developmental disability service (DDD) has worked with this organization for
the twenty years and has been their largest provider of adult day services, they have sponsored
most adults participance.
The CARF Commission on Accreditation of Rehabilitation facilities in recognition of quality
work done awarded Easter seals Delaware and Maryland Eastern shore as it rehabilitation
services. Job opportunities has been increased for people with disabilities they are now able to
seek comparative and permanent jobs through the help of the organization. Also in 2011 and
2014 Easter seals was named as one of the top place to work in Delaware. Challenges faced are
mostly funding, for recently for about 18 years transportation on DART was stable until some
month ago when it was increased to about 50% of what they use to charge. The increase of
participants and their needs.
Form ages 0 to those older than 75 including 10 people over hundred years. There is a total of
3997, 2197 males and 1800 females. 19 Asians, 249 Hispanic , native America and other specific
islanders 22, non-Hispanic black 946, non-Hispanic white 1941, north American Indian and
Alaska native 5 and 815 others.
