Police Talk

Drive safe
this summer

Counties Manukau Police District

Message From The District Commander
Lower drink drive limits apply from 1 December
2014. The new lower limit is a significant
opportunity for us to reduce the number of people
killed on our roads and lessen the lifelong impact that drink driving
has on families and in our communities.

The new legislation lowers the adult breath alcohol limit from 400mcg
of alcohol per litre of breath, to 250mcg. The blood alcohol limit will
reduce from 80mg of alcohol per 100ml of blood (0.08), to 50mg (0.05).
This means that adult drivers who commit an offence between
251-400mcg of breath will face an infringement penalty of $200 and
receive 50 demerit points. Drivers who accumulate 100 or more
demerit points from driving offences within two years will receive a
three month driver licence suspension. For drivers under 20, the limit
stays at zero. Over the last 10 years, fatal crashes caused by drink
driving have claimed the lives of around 1,100 people and caused
serious injuries to another 5,300, so we ask that everyone continues
to play their part to make the roads safer for all of us. Anyone caught
drink driving and breaking the law can expect to face the full
consequences.
This is also a great time to think about your speed on the road.
Summer is already a risky season on our roads but its even more
dangerous when people drive too fast. Slow down and have a safe
and happy Christmas with your friends, family and whanau.

Property Management

Why rent out your home?

With unprecedented demand for quality rental properties in our
area, there has never been a better time to convert those bricks
and mortar into weekly cash flow. There are lots of reasons why
people decide to rent out their own home including the following:
Heading overseas - if you are off on an adventure you have options
regarding your home. People often think of selling their houses but
stepping off the Auckland property ladder is a risky decision.
Will you be able to afford a similar property when you return?
Renting will mean there is income from the property while you are
away and your home is still there when you return.
Relocating - perhaps you are offered a great job in another part of
the country or you decide to try a different lifestyle. Again selling
your property might seem like the obvious decision but if the job
doesnt work out or you decide you miss this area and want to come
back will the Auckland property prices be beyond you?
Keeping your property as an investment may be a better option.
Buying a second property - the home you are in no longer meets
your familys needs but do you need to sell your current home in
order to buy your new one? Becoming a landlord may well be an
option. Just because the home no longer works for you doesnt
mean it wont work for anyone else. Why pay fees to sell the home
when you could keep it as the first property in
your investment portfolio.
Renting a house you cant afford to buy and buying one you
can - this might seem like a strange concept but often people need
to live in a home bigger than they can afford to buy so they rent a
bigger place. Instead of selling their own, smaller home they keep it
and rent it out. That way they have a home that works for their family

Elite Property Management

needs and their original home keeps them on the property ladder.
Moving into retirement accommodation - is this something you
are really ready for? Its a big decision to leave your beloved family
home. If the decision turns out to be a mistake you may want to go
back. If the property has been sold then moving back is not an
option however if you have rented the home you can move back
when the term of the tenancy ended. What most of these landlords
have in common is their desire to stay on the Auckland property
ladder and with so many excellent tenants out there its a great time
to rent out your house. The real problem in the market is the lack of
quality rental properties. People worry about what they see in the
media. Well run tenancies wouldnt make good TV so instead every
kind of nightmare scenario is played out but that doesnt have to be
the case.
If you need advice or assistance with renting out your home give
Elite Property Management a call. We provide quality Property
Management to investors with large portfolios and single
homeowners alike. Our business is owner operated and our focus
is 100% property management - from tenant screening to property
inspections, all aspects of our service at Elite Property Management
are thoroughly executed. We operate from our office in Howick and
concentrate our business in the Eastern Suburbs. This enables
us to effectively manage issues with properties as we are close at
hand.

Business Planning

Astill Hawke

New Year, new plans, new success

It is hard to switch off when you own a
business. While family and friends are
relaxing during the summer holidays, plenty
of entrepreneurs will spend the quiet time
reviewing the good, the bad and even the
awesome. With less pressure business
owners are often more creative and
innovative, and they may see new possibilities.

calling on external gurus can be a

worthwhile investment.

1. Prepare a business plan

Even if plans are scribbled on a cardboard
coaster in a pub its a start. Consider your
dreams, everyday improvements and
extinguishing any end-of-year fires. Then prepare to set something
down on paper.
2. Realistic and measurable goals
Its all very well to plan earning enough money to book a tourist flight
to the moon but a business plan must contain tangible goals.
It could include employing more staff, improving stock turnover
rates or adopting new technology to manage administration tasks.
Personal goals may be to reduce working hours or even increase
them if the entrepreneur wants to dedicate more time to their
business. There should be a time frame and measurable results,
to monitor how well the business is reaching its goals.
3. Strategy in action
Planning how to achieve goals is critical. Business owners may
need to call on an expert to teach them some new tricks or identify
things that are not so obvious when you are completely immersed
in the business. For example, managing stock levels may require a
new software system that the entrepreneur has never encountered.
It is impossible to master all facets of operating a business and

4. Check in time
The business plan must include times for
analysis of performance against the goals.
If targets have not been met then assess
why and what action needs to be taken.
Were the goals realistic, did something else
change or did everyone forget the strategy
and continue working in the same way as the
previous year?
Realising the growth potential of a business
takes more than day-by-day to-do lists and some seemingly
overnight successes actually took serious planning. The Business
Buddy team at Astill Hawke guides companies towards planning
their own success stories. They provide businesses with work to
complete prior to planning meetings that identifies any issues and
to prepare any information that will be required to positively move
forward.
Anytime is a good time to make a business plan when none is in
existence, however it is particularly relevant at the start of a new
financial year. If contemplating a major change in an existing
business or entering a new business venture, a business plan is
crucial. Call an Astill Hawke Business Buddy now to launch into your
2015 business plan.

Hints
If you are considering selling your home or
investment property in the next few months,
here are some helpful tips to get you started:
Q. How much impact will changing the
carpet or replacing the kitchen / bathroom
make, dont buyers just want to choose
their own?
A. If the shower is showing signs of leaking,
and the dcor is looking tired, then I would
definitely replace it. Kitchens arent

Simone Young
generally so bad, although a modern kitchen
will certainly add value. New carpet makes
all the difference. Otherwise, get them
cleaned at the last hour.
Q. Im selling my rental property,
do I put it on the market with the tenants
still there?
A. If the tenants would like to stay on,
and the property is well presented, then yes.
If the tenant is difficult, the property messy,

then give them notice. The loss in rent will

be made up by a much higher selling price,
without any viewing restrictions.
Q. Some agents discount their fees and
pay for all the marketing.
A. RUN. Do you really want to put your most
valuable asset in the hands of a discounter?
A professional agent with great marketing
ideas and negotiating skills is worth their
weight in gold, & will more than make up for
a few $1000.
Q. Auction over Price?
A. Barfoot & Thompson do not charge for
Auctions. Selling by Auction will get you the
market price, and if it doesnt sell on the day,
we negotiate with conditional buyers after.
That sums it up for this year.
If you need any more advice,
I am happy to help.
Wishing you all a safe and
happy Festive Season.

As part of the Auckland Councils

commitment to a cleaner brighter future for
Auckland, the council has developed an
air quality by-law to meet the forthcoming
national standards. Under this proposed air
quality by-law, Auckland property owners
will be required to phase out the use of
open fires. Auckland Council is introducing
an air-quality bylaw to ban domestic open
fires from October 2016 and pre-2005 wood
burners from October 2018. It would from
May next year require the removal of all
pre-2005 wood-burners and the disabling of
open fires prior to the sale of a house.
From October 2018 onwards the use of
open fires and pre-2005 burners would be
banned. Use of coal for residential heating
will also be banned from May 2015.
Information on open fires and wood-burners
in a house is expected to be recorded on
LIM reports.
Why the Change?
Domestic indoor fires are the main cause of
air pollution in winter -around 75 per cent
of fine particle air pollution (called PM10)
comes from domestic fires affecting the wellbeing of Aucklanders, particularly the young
and elderly & those suffering from respiratory diseases. When you consider that there
are approx 17,000 open fires and 64,000 old
wood burners being used for heating in the
Auckland region we can perhaps understand
councils motivation to make changes.

Proposed by-law
changes may
prove costly for
some Aucklanders

So what are the implications to home

owners and investors?
The cost implication for property investors
clearly is a factor. But so too is the
Residential Tenancies Act. Altering or
removing the facilities available to a tenant is
varying the tenancy agreement, which
requires the tenants approval.
So presumably the tenant would require that
the heating source be replaced with another,
such as a heat pump perhaps, a significant

cost for the investor.

The proposed Point of Sale rule included in
the proposed by-law imposes an
obligation on vendors selling a property
containing a non-compliant fireplace to
remove or replace it at the point of sale.
The standard sale and purchase agreement
includes a vendor warranty that he/she has
notified the purchaser of any outstanding
requirements that were notified by the local
authority.
* Old Wood Burners - The owner of an old
wood burner must replace or remove it
before transferring ownership of the
property.
* Open Fires - The owner of an open fire
must permanently block the fireplace or
remove it before transferring ownership of
the property and failing to do so may result
in the council issuing notice to an owner
of an operational open fire requiring it to
be permanently blocked or removed after
October 2018.
As the Latin idiom suggests, Forewarned is
forearmed so in the future bear in mind the
forthcoming by-law changes and how they
may impact on your buying decision.

Moving Tips

Barfoot & Thompson Dannemora

Now its time to

move..
Now you have found your new home, next is
the exciting and somewhat daunting
challenge of the move itself. Through our
years of experience in real estate, weve
learnt the art to stress-free moving is in the
planning. Knowing what you need to do,
when to do it, and in what order will put your
mind at ease when the details of a big move
seem all too overwhelming. Here are some
helpful moving tips to point you in the right
direction.
Before moving day : Packing
Decide whether you want to hire a moving
company of if youd like to do it yourself.
If youre hiring a moving company, make
sure you book them as soon as you know

the moving date. Ask them what they need

from you and get that prepared.

If youre doing the moving yourself, plan
your transport (hire a rental truck etc) and

start organising/saving boxes.

Call your insurance company and make
sure your goods will be covered during the
move.

Prepare a list of all your possessions and

plan which ones you can box ahead of time.

COMPANION CANINES
SCENT TO SAVE
Since its inception in 2006, the registered
(CC42226) charity Kotuku Foundation
Assistance Animals Aotearoa (KFAAA) has
been at the forefront of training relatively
nascent, but invaluable types of Disability

KFAAA was established in memory of

seminal work. It is
primarily concerned with
training MRDs generally
and Diabetic Response

Devastatingly, Nikki passed away in 2006,

but the charity inspired by her to assist all
those who would otherwise not be helped
continues her life-saving legacy training
Medical Response Dogs (MRDs) which
are a specialised class of Disability
Assistance dog.

KFAAA dogs not only transform their

handlers lives, but have the potential to
save them on a daily basis. A recent
applicants communication illustrates the
impact of a DRD: I was so excited to see
a picture of my puppy. I took one look and
burst into tears. I was so overwhelmed with
the prospect of having a beautiful dog and
all that it will mean to me.

MRDs are trained to respond to life

threatening changes in their handlers
medical conditions, which include, (but are
not limited to), Addisons Disease,
Anaphylaxis, Diabetes, Narcolepsy and
Cardiac or Neurological events.
KFAAA is the sole provider and only

Ironically, although its work has the potential

to save the public health system over NZ$13

Financial Advice

Life
Insurance.
Do you really
need it?
Everyones circumstances are different and
theres no one answer. But the question I do
regularly ask in response, is how would
your family manage financially if you died?
Yes, its a harsh question, but its one
I encourage people to consider, says Ron.
If there are people who are financially
dependent on you, its advisable to have
insurance in place to protect them. If you
were to die, your partner and children can
be left in financial difficulty without your
income coming in. Even the funeral cost
is beyond some families financial means,
he adds.

Discovery Financial Services

Should the unthinkable happen to you, life
insurance can help your family continue
to live the life youve planned together.
It can help make it possible to stay in the
family home and afford to pay the mortgage
or cover the rent, keep the children at school
and fulfil future education plans, as well as
cover day-to-day expenses, explains Ron.
New Zealand insurance company
Fidelity Life offers several life insurance
options designed to meet different needs.
Platinum Plus Life Assurance pays a lump
sum on death and comes with several
important benefits at no additional cost,
while Platinum Plus Survivors Income
Cover provides ongoing monthly income for
families after the death of the insured.

Golden Life Plan is a simple life insurance

plan that pays out a lump sum when you die,
with premiums based on age, gender,
smoking status and remaining the same
throughout the term of the insurance.
There is also Funeral Fund, which pays an
immediate lump sum on the death of the
insured to contribute towards funeral
expenses. Premiums for Funeral Fund
same and are payable for 10 years only.
If you have someone who depends on you,
theres a high chance you should consider
life insurance.
There are a number of products to choose
from that can be tailored to individual needs
and budget. The real question is, can you
afford not to?

life insurance is right for you, please contact

History

THE POND
PADDOCK
What was called mixed farming started in
the mid 19th century when European
farmers started breaking in the naturally
fertile East Tamaki / Flat Bush area with
simple annual cropping systems and
livestock for milk and meat.
Easily accessable and drinkable water for
working horses and cows was essential and
ponds were located reasonably close to
farm buildings. Later they were replaced by
wells built of bricks from Grangers
brickworks in Whitford and Firmounts well is
still preserved under an old cowyard laid in
1950.
The original pond on Firmount was at the
head of a small gully in the grassy field
which slopes down to the corner of Te
Irirangi Drive and Ormiston Road that is now
called Botany South. It was on the eastern
side of the driveway that still leads up to the
old farmyard and farmhouse and although
the water comes from the same underground spring it was not located where
todays pond tempts many 1st Tee golfers to
deposit their ball with their first drive.

Firmount
Paddocks were named in those days either
by size or some defining characteristic and
from the 1860s until 1977 that particular
fenced area of about 6 acres was called the
pond paddock. A major part of the
paddock was swallowed up in the
construction of Te Irirangi Drive along with
the grave of Firmounts greatly loved hunting
mare Sylvia Scarlett who lay under an old
elm tree on the pond paddocks eastern
boundary which would put her grave today
about 200 metres south of the Ormiston
Road traffic lights heading towards
Manukau.
Firmounts farming families were involved
with the Pakuranga Hunt from its earliest
days and at the turn of the 20th century
John Ralph ( son of William Ralph who
named Firmount in 1864 ) was Master of
the Hunt from his farm at Sylvia Park. Horse
breeding was part of the family enterprises
and in the 1920s the mare Sylvia Scarlett
was the favourite. She won in successive
years the annual on farm point to point race
which I believe was hotly contested by all
farmer/huntsmen and their offspring at the
end of each hunting season. In those days
hunt jumps were semi permanently part of
all paddock fencing in East Tamaki and it
was quite easy to mark out a cross country

Preparing for Christmas

in the 1850s in Howick
To 19th Century European settlers in NZ, Christmas was the time
when they felt most keenly the huge change in physical
circumstances experienced by those who have left a northern
homeland for another in the South.
Edward Wakefield was fond of comparing his ideal colonist,
destined for New Zealand Company settlements, to a fully grown,
transplanted tree. Colonists themselves were more inclined to feel
uprooted than transplanted, as slowly they learned to accept a
complete reversal in the natural order of things they and their
forebears had always known. They found it confusing to have it cold
in July and the stars on the wrong side of them.

race through several farms.

After two wins Sylvia Scarlett was favoured
to win a third time on a course that included
a good portion of todays Sir Barry Curtis
Park. Nearing the finish by the Gillard farms
was a battened jump off Chapel Road right
next to the Flat Bush School Road corner
into the farm now full of streets named after
Aucklands 1990 All Blacks.
She unfortunately fell at this last fence, broke
a leg, which was a death notice then, and
was taken home to be buried in the pond
paddock. The story doesnt quite finish there
as during her hunting days she had foaled
a daughter called Miss Sylvia who heavily
in foal was brought home to the East Tamaki
farm where she gave birth to a colt on the
3rd December 1947 in the corner of the
paddock next to the Pond Paddock.
Todays location of The Pond fed by the same spring.

Christmas traditions of eating and gift-giving have endured since

European settlers first came to New Zealand, but many other things
have changed.
We know that the Fencibles probably didnt start their meal with
soup, soup is for winter and no other NZ settlers had soup for
Christmas. Fencibles would have had boiled hen or duck.
Generally the oldest and largest would have been dispatched on
Christmas morning, plucked and cooked. Plum pudding and or
plum cake was a traditional Christmas food.
Presents were of course a Christmas tradition, but they were
somewhat different to today. Christmas gifts were a lot less
excessive then, they were often nuts, sweets, oranges and
sometimes toys. They werent nearly as over the top as they are
now. And she says Christmas decorations were somewhat different
too. People would decorate and bring in greenery like native ferns
and flax. Pohutukawa became known as the summer Christmas
tree. The Cottages were also highly decorated with greenery
cords, branches and kissing boughs (double hooped wreaths).
This year December 6th from 6pm-9pm you can get into the
Christmas spirit at our Twilight Magic-A Christmas Fayre
and feast your eyes on the beautiful Christmas delights of the
19th century.
Enjoy a Christmas sing-a-long, delicious tasty treats and indulge in
a spot of Christmas shopping at our craft stalls and shop.

I dont get a piece of wood and do the

the design first and then I choose the wood.

The sculptures start as sketches, and then

Jane makes a plasticine model. Sometimes it takes a week or more before she
is satisfied with her model. When she is
satisfied, Jane does her carving from that.

Jane has also carved nearly 90 keys for 21st

the keys are usually designed at her dining

Some people have concepts in their mind

about what they want, so I meet with them.

That can take 2 hours talk about a design

says Jane.
This ensures that the design is unique
to that family. The keys are produced in
different forms such as a Bible, paddle,

her 21st Keys are on her web page and it
can be seen that many of these are uniquely

Her catalogues of photos are very inspiring

ultimate execution of the finished items that

to the many, many awards that Jane has

Kate Cox,
abstract art,
no rules, no
limitations
Kate Cox will be one of our students
exhibiting at this year students exhibition.
For the past two years Kate has been part of
the abstract painting class tutored by James
Lawrence.
After completing a design degree, Kate
spent the following years both here and in
UK with a career in commercial interiors.
Coming back to Auckland Kate went on to
have a weekly design column in The Herald
on Sunday and three children later Kate is
now pursuing her lifelong passion for
painting.
Kate says tutor James is a great source of
inspiration, sharing his works and
introducing us to local exhibitions and
international artists. His laid back style
reflects well on the class and reminds us not
to take it too seriously as abstract painting
can be so frustrating. James has introduced
us to not only traditional painting techniques,
but to include print making, new gadgets

and pretty much anything from hardware

stores for mark making. Of course another
inspiration is the bonus of contributions from
friendships made with like minded peers.
My painting classes are my happy place
and although not the tidiest artist around,
its organised chaos that I try to bring to my
canvas. I tend to paint quickly and need to
have several works on the go to cope with
my energy. My works have many layers to
create intense colour and depth and Im
energised by the contrast of colours and
forms. I love the mark making aspect,
accidental or not, and the lack of limitations
and rules abstract art provides.

Can we help you? Update from MECOSS (Manukau East Council of Social Services).
We are an umbrella organisation who
support health and social service providers in
Manukau East, & are part of a Regional and
National NGO organisation, CNA,
(Community Networks Aotearoa) which has
strong connections to Government
departments and Policy development in
New Zealand.
Our key objectives are to provide high quality
training opportunities for local health and
social service providers & we also support
marginalised groups within the community.
In Oct we went to Christchurch for the first
Biennial Conference Social Justice in
Communities combined with NZCCSS
- NZ Council of Christian Social Services.
The conference was held in the spirit of social
justice, collaboration & friendship.
Both NZCOSS now known as CNA Community Networks Aotearoa
& NZCCSS have long histories in the Tangata Whenua, Community
& Voluntary Sectors, with the theme of Social Justice running
through both our organisations missions & purposes.
Just recently we have been asked by our Auckland Council
Community Advisor to take over running Howick/Pakuranga &
Ormiston/Flatbush Community & Safety Networking meetings, which
we have done. It was an excellent meeting, with our new initiative
having 5 x 2 min speakers to speak about their organisations,
so successful we now have a number of members wanting their

2 mins for our next meeting. Please join

us as this is a very important Networking
Group in our Community
This year we have held many workshops that
were targeted at addressing areas of
concern and need in the local community,
by providing needs based educational and
professional development training workshops
to local health and social service providers.
We held three intensive youth suicide
prevention workshops, other workshops
included employment law basics, managing
a mental health crisis, youth rights, conflict
management and effective decision making.
The skills obtained in these workshops
enable service providers to improve the level
of service they provide to the community.
MECOSS runs two low-cost shuttle services, one Manuaku East
Patient Transport ph 0800 637284 to Botany & Manukau Super
Clinics & Middlemore Hospital, and the other Manukau East
Shopping Shuttle ph 0800 632 677 for local shopping every Thurs,
door to door, trip includes free cup of tea.
We would love to have more contact with local organisations
& groups within our community. Please contact...
