Dear Mr. Nobles
I write to request that you and your staff conduct a comprehensive audit of the
administration and management of the Low Income Home Energy Assistance
(LIHEAP) and Weatherization Assistance Programs (WAP) by the Department of
Commerce to ensure that public money and resources have been appropriately
administered.
I recognize that you and your staff have already conducted annual scheduled audits of
both LIHEAP and WAP, and are familiar with them, I also know that you have already
audited the LIHEAP program in 2012 with respect to the Community Action of
Minneapolis's misapplication of crisis benefits. I request this comprehensive audit,
however, at this time to review our overall administration, management and controls
for both the LIHEAP and WAP programs
I welcome the opportunity to have the benefit of your audit and recommendations on
any aspect of these programs. I take very seriously our responsibility to administer the
LIHEAP and WAP programs on behalf of the public.
Please contact either me or my staff for any reason on this matter.
Sincerely,
WMl filboro
Mike Rothman
Commerce Commissioner
