I. Problem Statement

A. Description of Issue: Puerto Ricos government is debating on what age and time
teachers should send their retirement. The government is discussing on changing the
age/time for the teachers retirement to a higher age/time rather than the age/time limit
that was established years before. Teachers are marching to the Senate to stand their
voices towards this disruptive change. After this step taken by the teachers a
controversy has taken place.

B. Problem Statement: Here in Puerto Rico teachers send their retirement when they
reach their 30 years of maximum service of working with the Department of Education.
After discussions between the governor and the senators they decided that teachers must
have 32 or 33 years of service at the age of 60 65. This has taken the teachers by

surprise because not every teacher started working at a younger age and dont have a lot
of years of service.

1. What says the law established in the Department of Education of Puerto Rico towards the
teacher's retirement benefits?
2. Who receive the benefits of retirement and in what form?
3. What requirements or obligations does a teacher need to complete before filling their
retirement form?
4. Does the Puerto Rican government approve "early retirement" forms before completing
the necessary requirements?
5. What issues are confronting the Puerto Rican government towards the new changes in
retirement benefits?
6. What does the beneficiaries says about this disruptive change?
7. Does that changes have affected the instructional process in Puerto Rican schools?
8. What final decision has been made toward the retirement benefits and it's beneficiaries?
