The two 13-member delegations picked up from talks on Friday at the Agrabad Hotel
in Chittagong.
This is the first such meeting since Bangladesh turned to the United Nations
arbitration court in October last year for resolving long-standing disputes over
maritime demarcation in the Bay of Bengal with Myanmar and India.
At the same time, Bangladesh made it known that options for bilateral discussions
and settlement would remain open.
Bangladesh, India and Myanmar have been unable to exploit oil and gas reserves in
the Bay due to claims and counter-claims for the offshore blocks.
Out of Bangladesh's total 27 blocks, Myanmar and India have made overlapping
claims on at least 18 in the complicated maritime geography.
Foreign minister Dipu Moni has termed Indian and Myanmar claims as "aggressive"
for blocking Bangladesh's sea zone.
Dipu Moni has said the disputes could be resolved through UN arbitration in a
maximum of four years if Bangladesh could not bury the disputes through bilateral
talks.
The two countries have had at least three rounds of talks on the issue since then but
they yielded no tangible result.
They have been unable to agree so far on determining the starting point or process
for the boundary demarcation.

“The news for 2009 is cause for real concern,” said Arch Puddington, Freedom
House Director of Research. “The decline is global, affects countries with
military and economic power, affects countries that had previously shown signs
of reform potential, and is accompanied by enhanced persecution of political
dissidents and independent journalists. To make matters worse, the most
powerful authoritarian regimes have become more repressive, more influential
in the international arena, and more uncompromising.”
Published since 1972, Freedom in the World examines the ability of individuals
to exercise their political and civil rights in 194 countries and 14 territories
around the world. The survey analyzes developments that occurred in 2009 and
assigns each country a freedom status—Free, Partly Free, or Not Free—based
on a scoring of performance on key indicators.
In this year’s findings, five countries moved into Not Free status, and the
number of electoral democracies declined to the lowest level since 1995.
Sixteen countries made notable gains, with two countries improving their
overall freedom status. The most significant improvements in 2009 occurred in
Asia.
The Middle East remained the most repressive region in the world, and some
countries that had previously moved forward slipped back from Partly Free into
the Not Free category. Africa suffered the most significant declines, and four
countries experienced coups.
This year’s findings reflect the growing pressures on journalists and new media,
restrictions on freedom of association, and repression aimed at civic activists
engaged in promoting political reform and respect for human rights.
Partly Free: The number of Partly Free countries declined to 58, or 30 percent of
all countries assessed by the survey, comprising 20 percent of the world’s total
population.
Not Free: The number of countries deemed to be Not Free increased to 47, or 24
percent of the total number of countries. Over 2.3 billion people live in societies
where fundamental political rights and civil liberties are not respected. China
accounts for half of this number.
Worst of the Worst: Of the 47 countries ranked Not Free, nine countries and one
territory received the survey’s lowest possible rating for both political rights and
civil liberties: Burma, Equatorial Guinea, Eritrea, Libya, North Korea, Somalia,
Sudan, Tibet, Turkmenistan, and Uzbekistan. Eritrea was downgraded to this
level in the past year.
Sub-Saharan Africa: Declines were seen in Botswana and Lesotho, with the
latter declining from Free to Partly Free. In addition, declines were noted in
Kenya, Nigeria, Ethiopia, Guinea, Madagascar, and Niger, and in two of the
region’s most repressive regimes, Eritrea and the Democratic Republic of
Congo. Improvements were noted in Malawi, Burundi, Togo, and Zimbabwe.
Asia: Successful democratic elections were held in India, Indonesia, and Japan.
Improvements were also noted in Bangladesh, the Maldives, and Mongolia.
Declines were documented in Afghanistan after a deeply flawed presidential
poll, and in the Philippines after the massacre of civilians and members of the
press and the subsequent declaration of martial law.
Middle East and North Africa: Repression in Iran led to score declines, and
other countries in the region suffered a number of setbacks. Jordan, Bahrain,
and Yemen were all downgraded from Partly Free to Not Free. Declines were
also noted in Morocco and the Palestinian Territories. Lebanon and Iraq
registered improvements.
Western Europe and North America: A notable challenge faced by the Obama
administration in the United States has been balancing security concerns with
the promised rollback of controversial antiterrorism policies dating to the Bush
administration. Western Europe has struggled to deal with the influx of
immigrants from Muslim countries and the rise of anti-immigration policies,
which contributed to declines in Switzerland and Malta.
After occupation by the Japanese during World War II, Burma achieved
independence from Britain in 1948. The military has ruled since 1962,
when the army overthrew an elected government. During the next 26
years, General Ne Win’s military regime helped impoverish what had been
one of Southeast Asia’s wealthiest countries.
The present junta, led by General Than Shwe, dramatically asserted its
power in 1988, when the army opened fire on peaceful, student-led,
prodemocracy protesters, killing an estimated 3,000 people. In the
aftermath, a younger generation of army commanders created the State
Law and Order Restoration Council (SLORC) to rule the country. However,
the SLORC refused to cede power after it was defeated in a landslide
election by the National League for Democracy (NLD) in 1990. The junta
jailed dozens of members of the NLD, which had won 392 of the 485
parliamentary seats in Burma’s first free elections in three decades.
Aung San Suu Kyi’s growing popularity and her revitalization of the NLD
during the first half of 2003 apparently rattled hard-liners within the
regime. On May 30, an ambush on the NLD leader’s motorcade by SPDC
supporters left an unknown number of people killed or injured. Aung San
Suu Kyi and dozens of other NLD members were detained following the
attack, NLD offices were again shut down, and universities and schools
were temporarily closed to suppress wider unrest. Aung San Suu Kyi was
released from prison in September 2003 but remained under house
arrest, as did other senior party leaders. Periodic detentions of political
activists, journalists, and students continued.
The National Convention, which was responsible for drafting principles for
a new constitution, concluded its 14 years of intermittent deliberations in
August 2007. It had been dormant between 1996 and 2004, and met only
briefly in 2005 and 2006. The convention was boycotted by the main
political parties, and its delegates and agenda were tightly controlled by
the junta. The body’s recommendations included reserving 25 percent of
the seats in any future parliament for the military, and requiring that the
president have military experience. In October 2007, the government
appointed 54 officials to draft the constitution in line with the convention’s
recommendations.
Since rejecting the results of the 1990 elections and preventing the
unicameral, 485-seat People’s Assembly from convening, the junta has all
but paralyzed the victorious NLD party. Authorities have jailed many NLD
leaders, pressured thousands of members to resign, closed party offices,
harassed members’ families, and periodically detained supporters to block
planned meetings. Hundreds of NLD members were arrested for their
participation in the 2007 protest movement. Besides the NLD, there are
more than 20 ethnic political parties that remain suppressed by the junta.
In November 2008, about 40 dissidents, including 14 members of the 88
Generation Students, were each sentenced to 65 years in prison.
The May 2008 constitutional referendum was not free or fair. The
preelection period was marked by voter-list manipulation as well as
intimidation aimed at opposition campaigners. Voters reported being
required to print identifying information on their ballots and being
watched by officials as they voted. The SPDC did little to promote public
awareness about the contents of the draft constitution and banned public
debate. The draft was not translated into any minority language. The
junta also forbade international observers and failed to create an
independent election committee.
The military government sharply restricts press freedom and either owns
or tightly controls all daily newspapers and broadcast media. Although the
market for private publications is growing, the military subjects private

periodicals to prepublication censorship and restricts the importation of
foreign periodicals. Crackdowns on the media continued in 2008. The
number of imprisoned journalists and bloggers rose from nine at the
beginning of the year to 14at year’s end, with sentences as long as 59
years being imposed. The censorship board suspended one magazine for
printing a story without permission and shut down another. The junta
stepped up surveillance at internet cafes and sharply raised the fees for
satellite dish licenses. Outspoken critics of the referendum were
threatened or arrested. In April, about 60 people were arrested in
Rakhine state for wearing “vote no” T-shirts. After the cyclone, journalists
were forbidden to enter damaged areas, publish close-up pictures of
corpses, or report unofficial death tolls. Artists, writers, and filmmakers
were also persecuted during 2008. On the first anniversary of the 2007
protests, the junta released nine prisoners of conscience, including
journalist U Win Tin, Burma’s longest-serving political prisoner. At the
same time, three Burmese news agencies in exile came under cyber-
attack. In November, the junta sentenced several journalists to harsh
prison terms ranging from seven to 20 years.
Some of the worst human rights abuses take place in the seven states
populated mostly by ethnic minorities, who comprise roughly 35 percent
of Burma’s population. In these border states, the military kills, beats,
rapes, and arbitrarily detains civilians. The Chin, Karen, and Rohingya
minorities are frequent victims. According to a March 2007 report
released by the Women’s League of Chinland, Burmese soldiers rape and
beat Chin women with impunity and are promised 100,000 kyat
($16,000) for marrying Chin women as part of a strategy of
“Burmanization.” The majority of Rohingya are denied citizenship and face
severe restrictions on their freedom of movement, their right to own land,
and their ability to marry. However, the Office of the UN High
Commissioner for Refugees estimates that 35,000 temporary registration
Seventeen rebel groups have signed ceasefire deals with the junta since
1989, under which they retain effective administrative autonomy and
their own militias. However, the Karen National Liberation Army and at
least five other groups maintain low-grade insurgencies. Some rebel
armies have reportedly displaced villagers, used forced labor, and
recruited child soldiers. A renewed government offensive in Karen state in
2005 has continued through 2008, displacing some 40,000 Karen. Several
reports have accused the military of targeting civilians and destroying
food supplies. Tens of thousands of ethnic minorities in Shan, Karenni,
Karen, and Mon states live in squalid and ill-equipped relocation centers
set up by the military. In addition, according to Refugees International,
several million Burmese have fled to neighboring countries. Thailand
hosts at least 150,000 Karen, Mon, and Karenni in refugee camps near
the border, as well as hundreds of thousands more who have not been
granted refugee status. An estimated 26,000 Rohingyalive in refugee
camps in Bangladesh.

"Gentle ways will get us nowhere even if we pursue them for another ten years," he
was reported as saying during his address there. "We have to fell them like a tree in
one violent stroke."
He was especially bitter about the United Wa State Army (UWSA). "It is the Wa who
have been the biggest impediment in our efforts to convince Mongla (to transform
itself to the Burma Army-run Border Guard Force)," he was quoted as saying.
"Without the Wa, Mongla would have listened to us."
Another Wa ally, the Shan State Army (SSA) 'North', has also
been stalling in compiling a list of 900 volunteers for a Burma
Army run militia force, pointed out a source.
The SSA North covers the Wa's westeast flank while Mongla-
based National Democratic Alliance Army (NDAA) is covering its southeastern flank.
The UWSA faces the Burma Army forces in its north and southwestern borders.
Lt-Gen Ye Myint, Naypyitaw's chief negotiator, had called Bao Youxiang, the UWSA
leader, on 6 January to make an other appointment to which the latter readily
agreed, according to a source close to the Wa leadership. "Bao however reminded
him that he could only deal with him on the basis of the 9 point letter (delivered to Ye
Myint on 14 November)," said the source, who added that the date and venue were
yet to be fixed.
The letter said the UWSA accepted the BGF program in principle but would allow
junta officers only at the Military Area level and not at the battalion level.
Bao, during a televised speech to his people, said that the Wa should not be treated
like a conquered people. "We have made peace only to resolve our political
differences in a peaceful way," he was quoted as saying.
On 7 January, people coming to join the education festival held at Muse’s High
School#2 found several slogans sprayed on the building walls which include:
• “We don’t want the 2010 elections!”
• “Down with Than Shwe!”
• “Free Aung San Suu Kyi and political prisoners!”
The police soon arrived to wipe out the paint, said a source. Another source added
“There was another slogan too that the festival had nothing to do with education but
just to raise funds.”
On the next day, similar slogans were found sprayed on the immigration office
building walls and on the town’s helicopter pads. So far, no culprit has been found
and no one has declared responsibility.

YANGON — Military-ruled Myanmar has increased basic salaries for low-paid civil
servants, a government order said Tuesday, in an apparent attempt to stave off the effect of
rising prices.
Government workers earning between the lowest monthly wage of 15,000 kyats (15 dollars)
and 200,000 kyats will receive a fixed increase of 20,000 kyats, said the order from the
ministry of finance and revenue.
The new rate will apply to the first month's salary of 2010, which will be paid at the end of
January, said the order, which was dated December 31 but has only just emerged.
"The government has decided to increase the salaries of government staff for the sake of their
living standards," the order said.
Myanmar, one of the world's poorest countries, has seen prices of commodities and consumer
items rise sharply in recent months.
A massive and unannounced hike in fuel prices in August 2007 unleashed protests led by
Buddhist monks that snowballed into the biggest threat to the ruling junta in nearly 20 years.
Under the new government order, the day-rate for casual labourers for government
departments would also be increased from 500 kyats per eight-hour day to 1,100 kyats.
Civil servants paid in foreign currency abroad, such as foreign ministry staff, would not have
their salary increased, the order said.
"We have to be happy about the increased salaries," a government worker said on condition
of anonymity.
"But the cost of living and daily expenses are also increasing now and that's why there is so
much corruption. Still, it (the pay rise) is a relief for the lowest paid staff," the official said.
