Dear Commissioner Holcomb:
‘There have been a series of news stories in the Northern Virginia media regarding individuals experiencing
problems with the new HOT Lanes, Transurban, and their collections process.
Many constituents and Individuals have contacted me in my capacity as an attorney about these
problems. | have also personally experienced problems with EZ Pass and Transurban due to inaccuracies on my
‘wn EZ Pass record when the information | provided was inaccurately coded by EZ Pass personnel.
| wanted to make the following suggestions:
(2} Can £7 Pass validate people's license plate and driver's license information when new accounts are
created? This would avold vehicle information from being entered inaccurately at the outset.
(2) Would it be possible for the DMV to pass out Information relating to use of the HOT lanes to newly
licensed drivers who are processed in Northern Virginia? While Transurban did significant education
when the lanes opened, its not clear how much of that gets through to new drivers or people who are
new to the area.
{3) Can we ensure that when vehicle ownership is transferred EZ Pass records change atthe same time?
tf the customer information kept by £2 Pass was more accurate, it would help to reduce the number of
people unwittingly fined, increase collections for Ez Pass, and reduce administrative time spent dealing with
address changes and problems relating to record inaccuracies.

Thank you for your recent letter sharing your comments regarding E-ZPass, and the
problems you and others have had using the HOT lanes in northern Virginia. 1 am happy to
provide additional information.
‘Your letter asked three specific questions. First, can E-ZPass coordinate with DMV to
verify license plate and driver license information for new account holders? Second, can DMV
distribute E-ZPass information at Customer Service Centers (CSC), and third, can EZ Pass
records change when a vehicle is sold. As you know, VDOT has the contract with Transurban to j
operate the HOT Lanes and with another vendor to provide E-ZPass services.
By law, VDOT administers the E-ZPass program. DMV is currently working with
YDOT to begin providing walk-in E-ZPass account management through some of our CSCs. As
part of this effort, we have had initial discussions on ways to share data to ensure that the E-
ZPass program receives appropriate customer data rom DMV, specifically accurate driver"s
license and vehicle plate information. In addition, we are exploring options for providing
relevant DMV customer record changes, ¢.g., address and license plate changes, to VDOT"s E-
ZPass program on a routine basis. We believe that implementation of these processes will
address your first and third concerns. Our goal is to have this new service initiative in place
within the next year. I would be happy to provide you periodic updates of our progress if you |
